The County of Riverside Department of Public Social Services is hiring a Government Affairs Officer, for the Strategic Planning & Analytics Branch (SPAB) located in Riverside.
At this time, the position has the opportunity to telework part time based on business need, however job expectations, at times may require in person interaction. Telework may change at any time and you will be expected to report to the office.This position will require travel to Sacramento periodically through out the year.
As a Government Affairs Officer, your main responsibility is to monitor existing and proposed legislation. You will work with subject matter experts to assess the impact of these changes on program services. You will also develop reports and databases to track and evaluate state and federal programs.
Another key duty is to prepare formal communications that highlight the implications of new legislation on the business, finances, and service delivery. You will work closely with program experts and the Executive Office to stay informed about policy changes and coordinate legislative efforts and to support long-term strategic initiatives and ensure alignment with legislative policies.
As the department's legislative liaison, you will attend committee meetings, conferences, and occasionally travel to advocate for the department and its customers.
Overall, your role as a Government Affairs Officer is to evaluate legislative impacts, facilitate communication, and ensure the department can provide services while considering fiscal considerations.
The most competitive candidates will have a strong background in analyzing legislation and bills. Proficiency in public speaking is highly valued, along with current/prior experience in Human Services programs. Microsoft Office Suite (Word, PowerPoint, Excel) is also highly desired.

The (DPSS) is comprised of employees who work collectively and in partnership with community-based organizations to serve the needs of the community. The Riverside County Department of Public Social Services (DPSS) provides services and assistance to protect and empower vulnerable people in our community.
EXAMPLES OF ESSENTIAL DUTIES
• Prepare a variety of reports and correspondence on behalf of the department; make presentations to governmental, departmental, interagency, and administrative commissions, and associated community agencies/groups.
• Track, research and analyze new and revised legislation, and state and federal programs to evaluate impact on department programs; conduct issue analysis and report on findings for presentation and decision-making.
• Represent the department at local, regional and statewide meetings, conferences, committees, and workgroups; coordinate and/or participate in special community events; may perform public speaking duties as required.
• Study and evaluate the public's knowledge and interest in different program areas and develop or modify programs or projects to meet public needs.
• Act as a liaison to other departments, local, state, and federal agencies, public officials, and community groups in matters relating to special programs or projects.
• Facilitate coordination with cities, agencies and the public on various technical or legal aspects of program implementation.
• Plan, organize and coordinate with department management and supervisors to develop policies, procedures, program specifications, and strategic goals.
• Develop, coordinate, implement, and maintain long-range public awareness plans to communicate the mission, vision, goals, and objectives of the department and its programs.
• Continually assess and evaluate program effectiveness and recommend improvements as needed.
• Coordinate with staff to implement operational or administrative procedures; act as a consultant to department staff and other interested parties regarding program policies and procedures; communicate with various leaders across the department to develop intimate knowledge of program operations, needs and legislation's impact on each program across the department.
• Prepare budget estimates and program justifications; analyze funding options and recommend alternative methods of financing for program implementation.
• Assist in the preparation of pertinent annual reports; help prepare informational brochures on departmental activities and special programs, initiatives, or projects.
• May interview, hire, train, and evaluate the performance of subordinate staff.
MINIMUM QUALIFICATIONS
Education: (degree required) Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business administration, public administration, social sciences, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Two years of working within a governmental, non-profit or private organization performing at least two of the following functions: collecting and organizing data; researching, planning, analyzing, reviewing, or interpreting legislation/regulations; or evaluating and recommending programmatic best practices.
Knowledge of: Principles of government organization; applicable laws, rules, and regulations of department-related matters; program evaluation methods; principles of effective supervision, motivation, organization, training methods, and techniques; principles of planning, research and analysis of department issues and supporting legislation; familiarity with structures and functions of local, state and federal government.
Ability to: Plan, organize, develop, administer, and evaluate local, state and federal programs; communicate effectively and negotiate in oral and written form with individuals and groups of various organizational and socio-economic levels; establish and maintain an effective working relationship with other agencies and departments, community organizations, media, public officials, staff members, and the general public; effectively interpret laws, rules and regulations to members of the public, news media, County departments, and other agencies; perform difficult or complex analysis and evaluations involving independent judgment and initiative; prepare comprehensive, clear, and concise reports and correspondence; communicate effectively in situations requiring sensitivity, tact, persuasion, and the communication of technical programmatic instructions; analyze programs, generate and evaluate alternatives, reach practical conclusions, formulate recommendations, and institute effective solutions.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.
