GIS AND UAV SYSTEMS SPECIALIST

POSITION FUNCTION/OBJECTIVE
The Geographical Information System (GIS) and Unmanned Aerial Vehicle (UAV) Systems Specialist at Cloverland Electric Cooperative serves a crucial role in supporting the development, orientation, and maintenance of the Cooperative's GIS mapping and UAV programs. This position involves managing the Cooperative UAV systems program while providing essential data, maps, and assistance for planning, design, analysis, and maintenance of the electrical distribution and transmission systems.
PRINICIPAL DUTIES AND RESPONSIBILITIES
- Create, acquire, and maintain mapping data for field-installed equipment records in the Cooperative's GIS.
- Conduct routine support, maintenance, and audits of the GIS system data and mapping programs.
- Develop, train, and implement the UAV program, ensuring compliance with regulations and safety standards.
- Assist in the development and implementation of inspection programs, retention, and reporting of data for electrical distribution, transmission, and generation systems.
- Manage electrical and mechanical maintenance, upgrades, and compliance for the Cooperative's UAV fleet.
- Update drawings and information related to electric distribution and transmission systems in the GIS and CAD systems.
- Incorporate land-use, environmental, jurisdictional boundaries, and similar information into the GIS.
- Integrate member and equipment information into the GIS from related systems.
- Support system planning and studies by providing updated system models.
- Provide GIS data and assistance to aid in system operations and maintenance.
- Serve as the GIS liaison to external partners and engineering firms.
- Contribute to the development, retention, and reporting of data acquired during UAV operations.
- Operate UAV systems for scheduled and emergency inspections or surveys.
- Participate in committees and meetings to enhance Cooperative operations.
- Identify opportunities for improving GIS and UAV system efficiencies.
- Other projects or duties as assigned.
POSITION SPECIFICATIONS
This position is exempt under the provisions of the Fair Labor Standards Act and is therefore not subject to the Cooperative's policies and procedures pertaining to overtime hours and premium pay. Refer to Cloverland Electric's Employee Handbook for policies on exempt (salaried) employees.
WORKING CONDITIONS/PHYSICAL DEMANDS
- Work is performed indoors and outdoors; temperatures can be variable at times and may range from subzero to high heat and humidity. When outdoor work is required, the weather may be inclement at times. Must be available for work during adverse weather conditions.
- Good physical condition and dexterity is required. Lifting and moving weights greater than 50 pounds is required. Medium work requiring exertion of up to 50 pounds of force more frequently, and up to 25 pounds of force more regularly. Lifting and carrying 10-25 pounds, regularly, 50 pounds occasionally.
- Position requires the individual to be capable of stooping, bending, reaching (overhead), climbing, grasping, pushing, pulling, and having the ability to walk long distances in all types of terrain, or working in awkward positions. The position requires sitting, standing, and driving/riding in vehicle. The position may require driving/riding of the following: snowmobile, ATV, small and large boats, or small planes.
- Good hand to eye coordination is necessary, as is the ability to read electronic displays and screens, printed materials, and maps. Must be capable of utilizing handheld and manually operated tools that coincide with the duties of the position.
- Must be able to communicate clearly and accurately and possess good hearing as needed for work and safety compliance in a hot line environment.
- Ability to differentiate wire and part colors.
- Motor vehicles, computers, small handheld or mobile electrical instruments and devices, customary office and business communications equipment are utilized in this position. The individual should be familiar with and capable of operating equipment utilized in the construction operation.
EDUCATION AND EXPERIENCE
- High School Diploma or GED completion, with a two (2) year technical degree in Geographical Information Systems (GIS) or Computer Aided Design and Drafting (CADD), or Electrical Engineering Technology including GIS/Mapping or CADD curriculum courses.
- United States of America Department of Transportation Federal Aviation Administration Remote Pilot Certification (FAA Part 107), or the ability to obtain within the first six (6) months of employment.
- Preferably 3-5 years of experience in electrical utility and GIS.
AUTHORITIES AND ACCOUNTABILITIES
- Reports to the System Engineer keeping informed concerning all work progress, work completed, and consulting with concerning problems which hinder efficient completion of the duties and responsibilities of the position.
- Accountable to the supervisor and the management of the Cooperative for the efficient performance of these responsibilities and that, although some of the responsibilities may be delegated or assigned to another person, the accountability cannot be.
- Encouraged to use initiative and judgment in making decisions, remembering that the Cooperative's best interest can be affected by personal actions. Should make suggestions for the improvement of operations and efficiency.
KNOWLEDGE, CORE COMPETENCIES AND ADDITIONAL EXPECTATIONS
- Demonstrate ability to develop and manage electronic maps, drawings, relevant reference subset materials, and data within linked (networked) computer-based applications to produce reports, data, and hard copy materials to be utilized by employees across all areas of an electric utility or entity.
- Demonstrate proficiency in operating Unmanned Aerial Vehicles (UAVs), train, and manage operations of deployed UAV resources to personnel of electric utility or entity.
- Excellent oral and written communication skills.
- Proficient in use of computer hardware and software applications for word processing, spreadsheets, email correspondence, drafting/CADD (i.e., ESRI, AutoCAD, NISC, etc.) or modeling, geographical database systems and mapping, and mobile applications utilized as tools for utility field applications.
- Attend training as necessary to ensure industry compliance and standards are maintained.
