Scope of Work
The GIS addressing technician manages, analyzes, and visualizes spatial data using GIS software. This role requires strong attention to detail, problem-solving skills, and the ability to work independently and as a part of a team. The GIS addressing technician must also have good communication skills, as they will be working with a variety of stakeholders to provide geospatial data analysis and support.

Essential Job Duties
- Works in conjunction with teammate to maintain the city's address data management system.
- Responsible for editing multiple features into Enterprise GIS including, but not limited to road network, land use, zoning, and addressing.
- Updates the city's address layer and street register; also edits, queries, analyzes, and generates data.
- Locates and assigns addresses for new and existing subdivision plats and structures.
- Collaborate with other team members to validate and maintain proper address data standards and procedures.
- Provides information to the public regarding addressing.
- Conducts research to resolve addressing problems and errors.
- Assists in locating new streets and roads within the city.
- May perform fieldwork to gather data related to street location, street signage, address location validation, and GPS data collection for addressing.
- Takes request for city address in the form of phone calls, emails, and other addressing requests from citizens and city staff.
- Produce maps, charts, and other visual representations of data using GIS software.
- Ability to operate a city vehicle as needed to travel to various city locations.
- Perform other job-related duties and responsibilities as assigned.
Physical and Environmental Conditions
- Ability to lift and transport equipment up to 50 lbs.
- Ability to sit, stand, and transport self from building to building.
- Ability to drive safely to locations requiring address validation within the city.
- Ability to kneel, walk, and twist for purposes of verifying and validating addresses.
Required Qualifications
Knowledge, Abilities, and Skills
- Understands the basic principles, methods, techniques, and procedures utilized in the maintenance, and production of geospatial data, tabular data, and graphics as needed to create and maintain GIS data.
- Strong proficiency in being able to manipulate GIS data and use ESRI ArcGIS Desktop and ArcGIS Pro to support daily addressing operations.
- Able to perform accurate GIS data processing, including reviewing data for completeness and accuracy; identifying and correcting errors or omissions in the data as required.
- Able to use hardware such as scanners, plotters, portable hard drives, personal computers, mobile devices, GPS equipment, and printers as needed to fulfill project obligations and meet city addressing requirements.
- Ability to perform all the physical requirements of the position, with or without accommodations.
- Knowledge of geospatial analysis, mapping techniques, and cartography.
- Experience working with spatial data, including data entry, analysis, and visualization.
- Attention to detail and ability to manage multiple tasks simultaneously.
- Excellent communication and collaboration skills.
- Ability to work independently with minimal supervision, with others, and as part of a team.
- Ability to work well under pressure and meet deadlines.
- Ability to read and interpret technical reference materials.

Minimum Education, Experience, and Certification:
- High School graduate or GED equivalent required. Bachelor of Science or associate degree in Geographic Information Systems (GIS) related degree preferred; two (2) to three (3) years of database related experience preferred; working knowledge of computers (MS Word, MS Excel, MS Outlook, etc.)
- Esri/GIS certifications are a plus.
- Valid Texas Driver's License

Plan A: $1,500 in-network deductible
Plan covers 80% after the deductible up to a maximum out-of-pocket of $5500 per calendar year.
Plan B: No Deductible
Plan covers 70% up to a maximum out-of-pocket of $5500 per year.
Optional Dental
Employees and their dependents are eligible to enroll in the optional dental coverage.

Employees and their dependents are eligible to enroll in optional vision coverage.
Retirement
Full-time employees are required to participate in the Texas Municipal Retirement System (TMRS). TMRS is funded for each employee through a 7% contribution from the employee and a 2:1 match by the City.
Deferred Compensation 457(b)
Additional retirement accounts are available in the form of deferred compensation through payroll deduction on a pre-tax basis. Employees can choose from multiple companies to participate in deferred compensation. Enrollment is optional, and there is no open enrollment period.
Flex Spending Accounts (FSA)
The FSA is an employee-funded account that allows employees to set aside additional money for health care and dependent care expenses. This money is payroll deducted on a pre-tax basis. Enrollment is optional.
Group Term Life Insurance
All full-time employees are eligible to receive $75,000 in basic life coverage at no cost.
Additional Life Insurance
Employees can purchase additional life insurance for themselves and/or their dependents. Rates and coverage amounts vary.
Long Term Disability
The City offers voluntary enrollment in Long Term Disability coverage. Rates and coverage amounts vary.
Employee Assistance Program
The City of Midland contracts with an Employee Assistance Program (EAP) for all of our employees. This service is completely confidential and free to all employees and their household members. Services include counseling, crisis intervention, financial guidance, legal assistance, and more.
Paid Time Off and Holidays
Employees begin earning Paid Time Off (PTO) leave as early as the first paycheck. In addition, the City offers thirteen paid holidays during each calendar year, including employee birthdays.

PTO Leave Bank
A voluntary program in which members can apply for up to an additional 90 days of paid time off leave in the event of a catastrophic injury or illness (applies only to the employee themself).

The Midland Municipal Employee Scholarship Fund is an employee-funded program that awards scholarships annually to dependents of City of Midland employees who plan to pursue a college education.
