Position Overview

Work Unit Overview: The County Geographic Information System ( GIS)/Mapping Department stores, manipulates, analyzes, and displays data in geographic context to assist decision-makers by providing an additional tool to analyze and compare numerous geographic data layers along with traditional databases. The GIS/Mapping Department enables users to access the County's GIS data interactively and quickly, view various data layers, see tabular information related to the layers, and print maps. Job Summary: The GIS Tech/Analyst is responsible for providing professional GIS support including planning and administering GIS systems development activities such as database and software development, system administration (e.g., performance monitoring, security control, etc.) and troubleshooting to ensure GIS systems are operating efficiently and accurately. Duties also include designing and producing maps, maintaining related data management functions and performing a variety of other duties.

Job Responsibilities

+ Plan and coordinate strategic GIS information systems development and maintenance activities for the County through collaboration with the Information Technology Director, Department heads, elected officials and other systems' users to assess current and future information system's needs, existing system capabilities and limitations, workflow requirements and process efficiencies, available staff and financial resources, and cost-effectiveness of various alternatives.

+ Determine major functions of databases, define input and turnaround documents and screens, and finalize data elements used by the system. This involves designing information files, using descriptions of all information elements and the definitions of the information files, defining data stores and/or complete database definitions, and designing detailed record formats and record relationships related to the physical model.

+ Respond to map production/dissemination requests from County staff and members of the public to provide accurate, timely, and consistent information. Interpret general requests, define specific needs (e.g., content, format, timelines, etc.), and establish timelines for production and delivery. Prioritizes requests according to assessment of critical needs, nature and scope of various projects, and available resources.

+ Design maps through advanced functions and operations of specialized software, Global Positioning System (GPS) unit downloads, manual records, and other available and appropriate information as well as application of professional cartographic design standards. Modify and update existing maps accordingly to reflect changing geographical information.

+ Establish quality control standards for map production to ensure consistent data conversions, geographic accuracy, legibility, and other standards. Screen final map data and design through automated systems as well as visual inspection.

+ Monitor and update data related to new roads, houses, buildings, and other geographical or structural changes. Periodically review and update information from county manual and database records; coordinates with Forest Service representatives, County staff, and others to incorporate existing or anticipated changes; and updates data layers accordingly.

+ Conduct GPS field data collection by traveling to various locations, staking and recording geographic information, and ensuring accurate and consistent downloads from GPS units into program data management systems. Collect and record visual data through the use of digital cameras, image scanners, and other specialized equipment.

+ Encourage teamwork and facilitate cooperation, pride, trust and group identity; fosters commitment and team spirit; works with others to achieve goals.

+ Must be flexible and open to change and new information/technology; adapts to changing conditions and unexpected obstacles; effectively deals with ambiguity.

+ Respond and work with local phone companies to provide accurate E-911 rural addressing.

+ Work with clients and customers (any individuals who use or receive the services or products that the work unit produces, including the general public, individuals who work in other departments or organizations outside the County Government) to assess their needs, provide information or assistance, resolve their issues and committed to providing quality products and services.

The job requires knowledge of the principles and practices of computer science and information systems including the principles, practices, terminology, and trends in GIS and related technologies; database systems and their design; computer operating systems; geographic information applications, analysis, and the relationships between different types of spatial data; cartographic principles and spatial analysis; project management; and contract administration. The job requires skill in diagnosing and resolving GIS, computer, network, and database problems; interpreting and applying technical data and specifications to various projects; communicating with individuals of varied technical levels; and in the use of computers including networking databases and GIS applications. The job requires the ability to apply mathematical principles; apply database analysis, design, and testing concepts; interpret technical manuals and geospatial metadata; understand and adhere to policies, procedures, standards, and guidelines; respond in a timely manner to special requests; work independently and as part of a team; to organize work and solve problems; establish and maintain effective working relationships; and to communicate effectively.

Physical Requirements

+ Must occasionally lift and/or move up to 45 pounds.

+ Vision abilities required include: close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

+ Work is typically performed in a normal office environment with some extended time in a vehicle and time out walking.

+ May require weekend or overtime work when preparing maps or data for emergencies (e.g., floods or fires).

Education Requirements

The job requires education and experience equivalent to a Bachelor's degree from an accredited college or university with coursework in Geographic Information Systems, Computer Science, and Civil Engineering or a closely related field, and one (1) years GIS system development and support experience. Equivalencies include an Associate's degree in GIS, computers, or a related field and four (4) years GIS system development and support experience; or a high school diploma or GED and six (6) years GIS system development and support experience.
