About the division:
The Clinical Quality and Care Transformation (CQCT) division makes clinical policy decisions that guide medical coverage, maintain quality standards, and ensure evidence-based practices for those on whose behalf HCA purchases medical care. The DATA team is within the CQCT division to provide data, analytics, and decision support tools to support HCA's various initiatives and programs. DATA staff ensure availability of data-driven decision support, including advanced analytics and performance measurement, to improve decisions about clinical quality and health care purchasing.
About the position:
This position reports to the Behavioral Health Data and Analytics Manager. The Research Manager works collaboratively across the enterprise with various analytic leaders; specializes in work related to behavioral health; has expert level knowledge of providing advanced level technical data analysis, has ability to use geographic information systems (GIS), and recommendations to program partners; and provides accurate and timely behavioral health reports to support program needs.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis. Some travel may be required and is typically local to meet internal and external clients, conduct business, or attend or provide training.
Duties
Some of what you will do:
  • Serve as the lead researcher for the behavioral health program area; and collaborate with other researchers and analysts within and outside of HCA.
  • Ensure that analyses provide valid rigorous professionally sound policy-relevant and understandable information. Advise and consult on the use and analysis of probabilistic linkage algorithms and alternative methods to meet agency research needs.
  • Participate in the development and end user implementation of a data integration platform, to include data on RNP, LEAD programs, and Arrest and Jail Alternative (AJA) programs. The incumbent would assume a peripheral role in consulting with HCA divisions in the concept, design, and definitional stages of the platform; and function as an end user for accomplishing work to meet reporting requirements under the grant program for LEAD.
  • Develop analytic datasets for use in the assessment and report(s) on RNP and LEAD programs, by the Washington State Institute for Public Policy (WSIPP) in evaluating the effectiveness of programs included within this bill.
  • In tandem with the Behavioral Health Data and Analytics Manager, consult with HCA Data Governance staff regarding the establishment of an expedited WSIRB process to facilitate the research and evaluation work to be conducted by WSIPP.
  • Use Geographic Information System (GIS) software to build and maintain complex GIS datasets and reports based on the geospatial needs identified.
  • Collaborate closely with partners and managers to meet often changing data and evaluation needs or changing reporting requirements and consult individually with program managers in the interpretation of statistical reports and their policy implications, if necessary.
  • Consult as necessary with staff in different programs within HCA to disseminate information about research and evaluation capacity within HCA and educates managers about both the potential and the limitations of data resource capacity for research and evaluation.
  • Conduct data extractions from the Behavioral Health Data Store (BHDS) and ProviderOne to construct datasets on Behavioral Health treatment services and service providers, to inform the development of the statewide Behavioral Health treatment and Recovery Support Services mapping tool.
  • Assist in refining the data visualization platform to provide internal and public-facing products within the statewide Behavioral Health treatment and Recovery Support Services mapping tool.
  • Research the information required in the section 38 of 2E2SSB 5536, a comprehensive assessment of the information related to regular assessments of the prevalence of substance use disorders and interactions of persons with substance use disorder with service providers, nonprofit service providers, first responders, health care facilities, and law enforcement agencies.

Qualifications
Required qualifications:
  • Master's degree in social science, public administration, or related STEM field and at least 3 years of work experience conducting quantitative, policy-relevant research in social sciences, economics, public policy, sociology, demography, statistics, psychology, or related field.

OR
  • A bachelor's degree and at least five (5) years of work experience.

  • Within the educational requirement, course work in Geographic Information Systems (GIS), Information Technology, Computer Science, or closely related field.
  • Experience regarding the impact of programs, interventions, policy changes, and/or predictive analytics relevant to health or social services.
  • Advanced level skills and experience in developing and implementing GIS platforms using GIS concepts and analytical techniques, including computerized geospatial mapping and attribute-data conversion, manipulation, and analysis.
  • Expert/Advanced level skills and experience in conducting quantitative research regarding the impact of programs, interventions, policy changes, and/or predictive analytics relevant to health or social services.
  • Advanced level programming skills in SQL, SAS, R, Python or equivalent; and the ability to perform statistical analyses and merge data sets.

Preferred qualifications:
  • PhD level is preferred in social sciences.
  • Strong understanding and at least five (5) years of experience with research review, including institutional review board applications, rules, and regulations.
  • Excellent written and verbal communication skills and the ability to communicate technical issues, both verbally and in writing, to state staff and vendor management. Ability to combine analytic skills with business knowledge.
  • Ability to develop and maintain strong working relationships across a wide spectrum of HCA executives, managers, program managers, technology, and business staff; listens attentively to others; ability to work independently or collectively in the development of ideas or strategies.
  • Commitment to quality, diversity and public service values including a demonstrated commitment to providing superior customer service.
  • Expert level skills and experience in working with Geographic Information Systems software such as ArcGIS.
  • Experience working with data visualization software such as Power BI or Tableau.
  • Experience working with financial data and health care claims data.
  • Experience using data to inform policy decisions and anticipate the impact of possible outcomes.
  • Expert level skills and experience in using data to conduct statistical analysis, multivariate regression analysis, quasi-experimental study designs, factor/cluster analysis, etc.
  • Experience within the State or other government entity.
  • Strong verbal and written communication skills
  • Ability to work in a fast-paced, constantly changing environment; multi-task and prioritize workload; adapt readily to change and maintain a positive attitude when working under pressure and tight timelines.
