Niyam IT is seeking a motivatedGIS Specialist to join our team. The successful candidate needs to be an experienced GIS professional and exceptional communicator who can provide technical support on a portfolio of projects executed by multi-disciplinary teams across various geographic locations. This position will be an integral member supporting the Production and Technical Services (PTS) contract with the Federal Emergency Management Agency (FEMA), including support for FEMA Headquarters and Region 2. Specifically, the position will directly support the Region 2 Service Center (RSC). The position may include additional support for other federal contracts as needed. This position requires you to be in person at an office in New York City, but does allow for some remote work. 


Role and Responsibilities

Provide technical expertise to the Regional Service Center and directly to FEMA Region 2 in support of the FEMA Risk MAP program. Utilize the latest technology to help our clients solve their most challenging problems and support identification of natural hazards risks. Specific projects and tasks will vary depending on the needs of the client but responsibilities will include:

  • Coordinates activities of multi-disciplinary staff to ensure project delivery per schedule, on budget, and within scope parameters.
  • Works with team members and clients to provide technical expertise and support for FEMA and possibly other federal projects.
  • Participate in client meetings and follow through on assigned action items directly with clients and communities.
  • Proactively strategizes and anticipates risks and issues while also communicating that effectively and on time to program/project leads.
  • Maintain high work ethics, honest and transparent communication.
  • Accountable for development, maintenance, completeness and accuracy of Region 2 apps, maps, datasets and GIS analyses.
  • Support outreach tasks by contacting and coordinating with communities, updating contact lists, scheduling meetings, revising presentation documents.
  • Develop and maintain Coordinated Needs Management Strategy database, collaborate with study PMs, technical leads and SMEs on quarterly updates, ad-hoc change requests.
  • Confers with team members to provide advice, counsel, and resolve problems.
  • Engage other Subject Matter Experts and technical support staff as needed and in a timely manner to support FEMA Region 2.
  • Collaborate with other RSC Staff to share best practices.
  • Recognize the important of this role and work, possess a user-oriented attitude (client, state and community).
  • Dedication towards helping Region 2 communities and residents mitigate risks and build resilience.

 

Other essential skills include creative problem-solving, out of the box thinking, organizational skills, strong analytical and production management capabilities. The ideal candidate will have an aptitude for a strong sense of ownership, and natural communication skills.


Qualification and Education Requirements

Required Skills

  • Minimum of 2-3 years of experience in GIS 
  • Four-year Bachelor’s Degree in GIS, Geospatial Science, Planning, Geography, Environmental Science, Computer Science, Informatino Technology or related discipline
  • U.S. Citizenship with ability to obtain a Public Trust Clearance 
  • Excellent oral and written communication skills, proactive communicator and problem-solver
  • Strong attention to detail and demonstrated ownership and accountability for work
  • Capability to work in a dynamic environment, including a demonstrated willingness to be flexible and adaptable to changing priorities
  • Ability to work collaboratively with a wide array of individuals from various backgrounds, including engineers; planners; GIS professionals; federal, tribal, and state government officials; and the public
  • Strong multi-tasking and organizational skills
  • Ability to work with multi-disciplinary teams under limited supervision
  • Strong track record of successful project delivery with a drive for quality product 
  • Must be able to build rapport and establish positive relationships with existing and prospective clients
  • Intermediate to advanced experience in ESRI ArcGIS Pro, ArcMap, ArcGIS Online applications, Microsoft Office skills, including Microsoft Word, Excel and SharePoint
  • Solid work ethic and have the drive to be a leader in the company and in the professional community

Preferred Skills

  • Knowledge and experience in one or more programming/scripting language (Python, Javascript, Jupyter Notebook, etc.)
  • Knowledge and experience in ESRI extensions, ArcGIS APIs, Pandas, ArcPy
  • Experience with the NFIP and FEMA’s Risk Mapping Assessment and Planning (MAP) Program 
  • Experience with developing and managing Coordinated Management Needs Strategy (CNMS) database
  • Ability to travel periodically, as needed (less than 25%) 
  • GISP certification
  • Industry involvement (e.g., Association of State Floodplain Managers (ASFPM), Project Management Institute (PMI), etc.
