Geospatial Analyst

The City of Johnson City, Tennessee is accepting online applications for a Geospatial Analysis with the Information Technology department. This is a senior technical position, not intended for direct supervisory responsibilities, but rather to offer experience, leadership and guidance to geospatial and non-technical staff, familiarity with City geospatial data (preferred), and advanced analytical capabilities. Primary accountability and reporting are to the Director or their designee of the City Department posting the position. All geospatial positions also include a shared/dual accountability to the Enterprise Geospatial Program within the Department of Information Technology for purposes of maintaining data integrity, database security, and a consistent and coordinated approach to geospatial information and products across the organization. Credentialed GISP or Esri Analyst (preferred).

Essential Functions of Position:

• Researches, creates, manages and maintains GIS spatial and tabular data to provide the users with the most current and accurate available data;
• Performs data analyses on spatial and tabular data to produce reports, maps, graphs, charts and/or Esri based web content as requested by management and user departments;
• Recommends modifications to programs, systems, and/or standards to improve their overall effectiveness, and works with users to ensure development of timely and useful solutions.
• Updates existing programs and documentation to conform to approved revisions;
• Trains customers in the use of software and hardware;
• Provides internal and external user support;
• Resolves all problems as assigned and makes recommendations and reports any unresolved problems for resolution;
• Collection, editing, and quality control of spatial and attribute data in vector and raster formats and maintenance of metadata.
• Cartographic design and production of maps, visuals, and other information products for print and web-based platforms.
• Assists non-GIS staff with using geospatial technology in performance of their duties.
• Conducts data analysis at an advanced level.
• Collaborates with Planning department and Washington County E911 to support addressing process as needed.
• Participation in local GIS user group.

Required Knowledge, Skills and Abilities:

• Knowledge of the principles of geographic information science and GIS technology.
• Continual learning to advance GIS and other technology skills.
• Extensive skill in the use of GIS software, particularly the Esri platform (ArcGIS Pro, Model Builder, web maps, Experience Builder, and Instant Apps).
• Ability to develop and maintain online spatial data tools.
• Considerable skill in applying GIS technology to solve difficult analytical problems.
• Knowledge of relational database management systems and advanced SQL/T-SQL skills required.
• Knowledge of the fundamentals of Global Positioning Systems.
• Moderate ability to utilize Esri tools-software to import and export data.
• Familiarity with Parcel Fabric and Linear Referencing preferred.
• Skill in spoken and written communications, including the ability to express meaning through cartography and infographic visualizations.

Acceptable Experience and Training: Bachelor's degree in Geography/GIS, engineering, surveying, planning, computer science, or a related field is required. Certifications from Esri, GISCI, ASPRS, or other relevant professional organizations are preferred. Pre-employment physical, drug screening and background check required.
