Permitting Section/Groundwater/UIC Program
Office Location: 601 57th Street, Southeast, Charleston, WV 25304

The employee will be assigned to the Division of Water and Waste Management, Permitting Group, Groundwater and UIC Program. The general focus of this position is to protect groundwater. Under administrative direction, in the Geologist 2 role, the employee will perform professional work including review, evaluation, and recommendations under limited supervision. At this level they will provide assistance of environmental services during the permit application review stage prior to drafting of the permit. The preferred employee would exhibit a solid understanding of groundwater protection rules and regulations to ensure groundwater protection is achieved.
Duties include:
  • Reviewing Groundwater Protection Plans (GPPs) required for individual permits authorized under the National Pollutant Discharge Elimination System (NPDES) permit. These facilities are for large or complex industrial sites.
  • Review GPPs for industrial facilities that operate under general permits authorized by NPDES. These facilities certify discharges consisting of stormwater only.
  • Review GPPs associated with Class D Solid Waste Facilities. These facilities are small disposal areas for construction and demolition wastes.
  • Report the results of GPP reviews to the appropriate permit writers and/or managers.
  • Communicate with applicants on GPP requirements and corrections needed for complete plans.
  • Assist in the development, testing, and training for an on-line permitting system and follow the standard protocols for the system.
  • Travel to sites for field inspections, including to sites with: GPPs, sensitive receptors, groundwater remediation activities, groundwater protection activities, or permitted injection points.
  • Research, collect, and document groundwater characterization parameters, remediation activities/sites, and UIC Class 5 injection points for mapping activities.
  • Other duties as assigned.

Training: Graduation from an accredited four-year college or university with a major in Geology.
Experience: Two years of full-time or equivalent part-time paid professional experience in geology, soil mechanics or related field.
Substitution: Successfully completed graduate study in Geology from an accredited college or university may be substituted on a year-for-year basis for the experience requirement.

Select Certification-Areas of Assignment: Applicant must have completed six (6) semester hours or have one (1) year of professional geologic experience in the area of specialization to be eligible.
Select certification may be requested in the following six (6) areas of specialization: (1) Coal Geology; (2) Environmental Geology; (3) Hydrology, Water Resources Geology, Hydrogeology/Groundwater Geology; (4) Petroleum Geology; (5) Land Reclamation and Soil Geology; (6) Structural Geology.

Preference will be given to applicants who have degree(s) in Geology, Hydrogeology, Environmental Geology, Geophysics; experience with geologic or hydrogeologic concerns in KARST Environments; experience with reservoir geology; experience with Geographic Information Systems and or modeling.

  • $42,538.496 - Department of Health and Human Resources (DHHR) and Department of Environmental Protection (DEP)
