NEEDED: General Physician – Telemedicine

LOCATION: Remote

STATUS: 1099

SERVICES: Telemedicine service for inmates at Bureau of Prison (BOP) facilities within the Department of Justice- Federal Bureau of Prisons Northeast Region (NER) by means of telemedicine remotely.

PLACE OF PERFORMANCE: Telemedicine services will be provided remotely from the physician's office to any BOP facility within the Northeast Region.

SCHEDULE: Monday – Friday; 7:30 – 4:00, at estimated 40 sessions per week, excluding Federal Holidays. Scheduling of inmates for clinics shall be performed by the institution. Frequency of services shall be rendered as patient needs dictate.

SUPPLIES: Equipment to perform tele-medicine will be provided by the Bureau of Prisons.

TRAINING: A specialized computer-based training BOP Electronic Medical Records (BEMR) Physician /Advanced Practice Provider Training before patient contact. Additional training will be provided remotely by the Northeast Region Regional Medical Director or Regional Mobile Asset Support Team Physician.

SCOPE OF WORK: Shall provide medical care on a non-discriminatory basis.

  • Specific duties may involve all aspects of health care delivery and will work in concert with both institution staff and consultant specialists in various clinical areas.
  • Performs all duties in accordance with current accepted medical practices and procedures.
  • Review and co-sign laboratory and radiology results, consultation reports, and clinical encounters. The contractor shall provide tele-health clinical encounters for sick-call, chronic care, and consultations.
  • Performs complete physical examinations.
  • Collects comprehensive medical and social history to include a review of all body systems.
  • Performs physical assessment in correlation with historical findings, and records preliminary objective findings.
  • Contractors shall make direct entries into the inmates’ “Bureau Electronic Medical Records” (BEMR) the patient’s history of present complaint, objective findings, assessment, proposed treatment, and follow-up recommendations.
  • Examines and orders appropriate diagnostic testing and provides necessary treatment and/or medications as required.
  • Refers selected cases to consultant specialists when necessary.
  • Refers inmates requiring hospitalization to a community hospital and to an appropriate admitting physician.
  • Contract Physicians shall only prescribe pharmaceutical drugs that are listed in the approved Bureau of Prisons (BOP) Formulary.
  • Requests for exemptions to the formulary shall be submitted to the BOP physician, who shall approve or deny the recommendation(S).
  • If the recommendation for a non-formulary prescription is approved by the BOP physician, then the same will be referred to the Pharmacist, who will submit to the Central office Pharmacy for a Request for Exemption.
  • The issuance of sample medication to any Federal inmate shall be prohibited.
  • Conducts examinations of personnel as required for appointment.
  • Approves or disapproves examinations in such cases from a medical viewpoint and in accordance with current established medical standards for employees.
  • Directs administration of both curative and preventative inoculations.
  • Prescribes medications, treatments, and fully utilizes health services for treatment, rehabilitative, and diagnostic modalities.
  • Ensures that proper evaluations and treatments are carried out and documented.
  • Incumbent shall constantly monitor and evaluate the quality of patient care, providing data to the institution Quality Assurance Committee, and other agencies or committees as required.

QUALIFICATIONS

  • Must possess a current and valid medical license to practice medicine in any state.
  • Must have graduated from an American Medical Association approved school of medicine with a doctor’s degree in medicine.
  • Must submit a resume, photocopies of documents evidencing education, license, certifications, and training.
  • Must be able to pass a drug screening and law enforcement agency background check.
