This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.

 

 

SUMMARY OF DUTIES:

A General Foreman I is responsible for directing the operation of an area performing inspections, running repairs, maintenance, modifications, and/or light overhauls for cars and/or locomotives in operating divisions and/or to include the utilization of small to large production machinery and materials. This operation includes, but is not limited to, 50 to 75 mechanics, laborers, coach cleaners, technicians, and supervisors and requires the efficient use of personnel, timely performance of work, quality of work, and the financial aspects related to the associated budget. The day-to-day operations includes local commuter, regional and state mechanical efforts to include contractors and various sites under the same parameters.

 


ESSENTIAL FUNCTIONS:

  • Supervises equipment inspection, maintenance, and repair programs and provides diagnostic and troubleshooting expertise in order to increase equipment availability and reliability.
  • Primary leadership role for his/her shift and/or facility which maintains oversight responsibility to ensure proper communication of mechanical issues, safety issues, material issues, etc.
  • Engagement and utilization of the Safety Management System to identify behavioral, infrastructural, and procedural risks through analysis, assessment, implementation, and execution.
  • Supervises maintenance of rolling stock equipment in accordance with all Amtrak and regulatory requirements.
  • Oversees the scheduling and execution of all work orders for assigned equipment including planned corrective and preventive maintenance.
  • Reviews daily reports to ensure all inspection and work order results are properly recorded in WMS with attention to conditions found, performance measurements taken/recorded, symptoms noted, and inspections completed and/or deferred.
  • Monitors availability and reliability metrics and promptly evaluates problem areas.
  • Participates in Maintenance Effectiveness Reviews essential to the Reliability Centered Maintenance program.
  • Ensures foremen and mechanical craft employees are properly trained in inspection, test, and maintenance procedures.
  • Leads and implements inspection and mechanical service-related safety plans and programs.
  • Drives and executes solutions in a timely, solves problems in an effective manner, even under conditions of uncertainty, and exhibits a sense of urgency relating to need for action and change.
  • Demonstrates the ability to effectively communicate to various mechanical support groups to include but not limited to Labor Relations, Quality Assurance, Rolling Stock Engineering, Finance, Procurement, Human Resources, System Safety, and Environmental as well as other departments (Transportation, Engineering, CNOC, and Onboard Services).
  • Ability to recognize and develop prospective leaders to build a solid team with succession planning for key talent.

 


MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Engineering or related field or equivalent combination of experience, education, and skills.
  • Demonstrated experience working on machinery in an industrial, marine, railroad, or plant environment.
  • Demonstrated leadership/management experience.
  • Demonstrated experience in diagnosing and troubleshooting electrical and/or mechanical systems.
  • Demonstrated knowledge and experience related to safety program methodology and its application.

 


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

  • Demonstrated leadership and decision-making skills.
  • Demonstrated organizational and problem-solving skills
  • Adequate oral and written communication skills in combination to administer effective presentations.
  • Knowledge of accepted industry quality standards and the ISO quality procedure.
  • Understanding and working knowledge of various mechanical crafts and labor contracts.
  • Ability to recognize, implement, and execute opportunities for change designed to address chronic issues and concerns.

 


PREFERRED QUALIFICATIONS:

  • 3 or more years of experience preferred
  • Analytical skills.
  • PC skills including word processing, spreadsheets and presentation software to include but not limited to Microsoft Suite, Asset Management programs, and finance/procurement programs.
  • Ability to be sole supervisor at various times responsible for the operation.

 


WORK ENVIRONMENT: 
Physical Demands:

  • Constantly or frequently uses a computer keyboard, monitor and mouse to perform a variety of tasks.
  • Constantly or frequently sits, stands, walks, and may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, or twist in order to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting).
  • Will be in the field subject to walking on uneven surfaces, climbing over obstacles, and working in tunnels and restricted spaces during the course of investigations.
  • Will be in the field working around maintenance facilities and rail yards during the course of investigations and remediation implementation.
  • Will be working around, under, and in various types of passenger cars and locomotives.

Mental Demands:

  • Constantly communicates, comprehends, and responds to verbal statements and instructions, both orally and in writing.
  • Frequently acquires new knowledge, skills, and tasks, both complex and simple, in order to maintain effectiveness in position.
  • Frequently resolves problems with conflicting priorities in cognitively demanding situations.
  • Frequently reads and analyzes hard copy and or computer screen material and writes reports as appropriate.
  • Conducts in person and/or telephone dialogues as appropriate in order to manage and conduct the flow of work.

Working Conditions:

  • Constantly works long hours as required; works extended hours and is required to be on-call and available on an emergency basis.
  • Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.
  • Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data.
  • Frequently works inside a climate-controlled environment but will occasionally work outdoors and be subject to adverse weather conditions and fumes or airborne particles.
  • Frequently handles multiple projects simultaneously.
  • Occasionally requires working on ladders, with moving vehicles, and with machinery.
  • Frequently or occasionally subject to travel throughout and outside the region as required (e.g., via airplane, train, automobile).
  • Will be required to bend, stoop, or crouch in order to fulfill job duties.

 


COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $92,000 for the General Foreman I and $98,000 for the General Foreman II. Pay is based on several factors including but not limited to education, work experience, certifications,internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
