Job Description
Information Technology Services (ITS) is DSS’s technology services organization. Its mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Information Technology Systems (ITS) is recruiting for one (1) IT Project Specialists, to function as a Full Stack Web Developer, who will:
- Plan and lead the activities of multiple projects, including development, design, maintenance, and
- Hold senior-level technical responsibility for maintaining and supporting the ongoing application
Homelessness Prevention Administration (HPA) program areas.
- Coordinate the design, development, installation, customization, testing, implementation, and
- Develop highly complex WEB based applications using Agile methodology.
- Build and maintain backend dataflow job using Microsoft SSIS package.
- Develop customized reports using Microsoft SSRS and PowerBI tool.
- Troubleshoot problems, provide technical assistance and solutions for application team and users.
- Research and provide technical advice and expertise on strategic/tools for software development

Minimum Qualifications
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
Preferred Skills
- Demonstrated proficiency in web development using Agile methodology and up-to-date web technology such as Angular 8+, bootstrap and identity server. - Ability to analyze, design and document applications that meet user or agency requirements and the ability to resolve difficult technical issues. - Extensive experiences in leading and managing application development group engaged in .Net technologies and related software development, version control platforms and tools, such as ASP.NET/MVC.NET/.NET Core, C# and Azure DevOps etc. - Hands-on experience in developing complex database objects using MS SQL server and Oracle database. - Extensive experiences in designing complex customized report development using MS SSRS and PowerBI tool. - Exceptional analytical and problem-solving skills. - Strong initiative and ability to perform as technical lead. - Ability to communicate with users, oversight agencies and other ITS Units and to complete assigned work under general direction. - Strong organization skills
