The Washington State Department of Natural Resources (DNR) is searching for aFire Regulation Specialist to assist the Wildland Fire Management Division in protecting public health and safety. This position works directly with the DNR wildfire staff, public, timber industry, and other state and federal agencies to prevent wildfires. To be successful in this position, you will need an understanding of existing Fire Regulations within the state of Washington, burn permitting processes, the National Fire Danger Rating System (NFDRS) and an ability to present information to widely varying audiences.Responsibilities:
Fire Regulation
  • Ensuring the oversight of computer systems that collect data of burning permits and emissions.
  • Ensuring that necessary forest burning is in compliance with the Federal and WA State Clean Air Acts.
  • Assists in the development, modification, and presentation of training related to Fire Regulation.
  • Assists others in obtaining and issuing burn permits.
  • Assists in the development of rules, policy, or procedure with respect to Fire Regulations found within RCW 76.04 and WAC 332-24.
Predictive Services
  • Maintains situational awareness of the fire environment across the state of Washington including the current, historical, and anticipated fuel conditions and Fire activity.
  • Provides field verification of fuel conditions such as live and dead fuel moisture sampling, greenup verification, and recent fire behavior.
  • Periodically spot check proposed and active burn units to ensure fuel loadings are reported accurately and site conditions are recorded correctly for post burn documentation.
  • Interprets National Fire Danger Rating indices and meteorological forecasts to help determine agency preparedness. This can include participation in intelligence and Fire analysis training sessions, conferences, committees and meetings.
  • When needed, may provide briefings to DNR and other agencies, and the media.
Fire Planning
  • May serve as an agency representative for any or all stages of developing Fire Danger Operating Plans (FDOPs)
  • May assist DNR Regions with the development of NFDRS subordinate plans such as staffing, preparedness, response, and public use restriction plans.
Additionally, you are encouraged to pursue and maintain Wildfire ICS qualifications and support the fire training and academy teams as an instructor if qualified, and with other logistical and support functions if not qualified to be an instructor.Required Qualifications:
  • A bachelor's degree in a natural resource related field AND two years of experience in wildland Fire;
    OR An equivalent combination of education and/or experience;
    OR 2 years as a Wildland Fire Operations Technician 4 or other regulatory work in a natural resource field may substitute for the above education/experience requirement.

  • Perform assigned duties in a manner consistent with applicable laws, regulations and public records retention and requests are followed.
  • The ability to work toward and maintain qualifications as a fire investigator, Single Resource, or other ICS specialty.
  • The ability to work with diverse and competing interest groups to accomplish agency program goals, ability to plan and prioritize workload to meet work deadlines with minimal direct supervision.
  • Understanding of forest rules, prescribed burning, and burn permit conditions.
  • Experience with Microsoft Office software.

Special Requirements and Conditions of Employment:
  • 90% Office, 10% field which includes providing and attending trainings and meetings offsite or collecting samples. When in the field, incumbent must work in uneven, unstable footing, often in mountainous terrain, while working alone. If on a fire assignment, work setting includes camping and working in remote, dusty, and smoky areas.
  • Infrequent travel to field sites, training locations, and conferences. If on fire assignment, travel could be 14 to 21 days in length for the assignment with travel to and from the home unit on both ends.
  • A valid unrestricted driver's license and have two years of driving experience. This position requires driving as an essential function. Finalists and/or interview candidates will be asked to provide a driving record from all states in which they have held a license during the past three years.
Desired Qualifications:
  • Working knowledge of programming applications.
  • Basic GIS abilities to create points, polygons and other features and create basic maps.
  • Knowledge of wildland Fire, policy issues and laws, and current agency Fire Regulation laws and associated agency policy and rules.
