Draper has an opening to join our team as the Facility Security Officer (FSO), Site Security Manager for a new Draper facility being constructed in Titusville, FL. This position will interpret, implement, and apply various U.S. Government regulations, such as Intelligence Community Directives (ICDs), DoD Manual 5205.07, DoD Manual 5105.21-M-1, the CFR 32 Part 117 National Industrial Security Program Operations Manual (NISPOM) and Draper physical security standards in the design, construction, and accreditation(s) for the site, and, upon completion, be responsible for day-to-day security operations of the facility. The individual will manage all aspects of the National Industrial Security Program (NISP) and other security activities ensuring compliance with government and company security policies and procedures, liaison with security oversight and accrediting agencies such as Defense Counterintelligence and Security Agency (DCSA) and other Government customers, and directly interface with sub/prime contractors. As FSO the candidate must function as part of the Draper corporate security team, however, possess the ability to operate independently. This position is a direct report to the Associate Director of Security, who is based out of our corporate headquarters in Cambridge, MA. This position may lead, manage, or supervise other team members or serve in an individual contributor capacity. Some travel may be required.

 

Responsibilities

  • Provide subject matter expertise to internal and external stakeholders in all phases of design and construction of a secure facility in accordance with applicable regulations (ex. ICD 705, 32 CFR Part 117).
  • Develop, implement, and oversee construction security requirements including but not limited to subcontractor personnel vetting, site visitor/vendor management, and thorough documentation (photographs, schematics, etc.) of facility build.
  • Serve as the primary interface for security matters with the architect/design firm, contractors and service providers, and Draper project management and leadership teams.
  • Create and implement standard operating procedures (SOPs) for Site Security operations in accordance with relevant government regulatory guidance. Provide oversight to ensure compliance with security requirements to maintain compliant security posture.
  • Serve as the Facility Security Officer through all phases of site facility clearance sponsorship, accreditation(s), and on-Site Security reviews. Serve as primary interface with DCSA and other Government sponsors and accrediting officials.
  • Develop and manage an active and ongoing security education and training program structured to meet the needs of site operations.
  • Oversee the completion and adherence to the security self-inspection program as well as the actions to correct deficiencies and improve the overall security posture.
  • Conduct administrative inquiries of incidents involving non-compliance with security requirements. Work with security leadership to investigate, prepare, and submit written investigative reports.
  • Manage and plan/approve the construction and/or modification of work areas IAW the government’s physical security specifications.
  • Ensure compliance in all areas of security such as personnel security/visitor control, information system security, physical security, document control/transportation and transmission, and security education training and awareness as outlined in government security regulations.
  • Change door and safe combinations. Respond to, determine reason(s) for, and take corrective action on after hours facility alarms.
  • Contribute directly to the preparation for and response to on-site emergency conditions.
  • Implement a method of inspection, audit and analysis of security functions to determine performance.
  • Respond to multiple tasks to identify solutions for emerging requirements, frequently with short turnaround times.
  • Maintain knowledge and understanding of security community policy changes, communicate pertinent changes, and manage implementation of compliant solutions.
  • Collaborate with Information Assurance and other security teams to develop corporate-wide security education, training, and awareness and/or special briefings.
  • Develop and maintain liaison with external and internal customers. Must use sound judgment and good business practices, while maintaining good working relationships with internal and external customers.

Required Experience

  • An active, current, in scope Top Secret security clearance is required and be willing to undergo a polygraph examination
  • Bachelor’s degree in Security Management (or related field). May substitute additional experience for education.
  • 8+ years of DoD and security management work experience.
  • Possess or obtain FSO certification (curriculum for possessing facilities via DCSA) within 6 months of hire.
  • Excellent written communications, aptitude for details, strong communication, interpersonal and organizational skills.
  • Knowledgeable in MS Office Suite.
  • Strong working knowledge and experience with current NISP/SAP/SCI security regulations to include physical security and TEMPEST.
  • Self-starter, experience in remote site office environment or equivalent preferred.
  • Proficiency with maintaining and administration of security databases, to include Defense Information Security (DISS) and Security Information Management System (SIMS) database desired.
  • Applicants holding current security-related professional certifications (CPP, PSC, SFPC, ISP, etc.) preferred.

 Security Requirement:      

  • Active in scope Top Secret security clearance is required
  • Candidates selected for this role must be willing to undergo a polygraph examination.
