Foster Home Licensing Worker (Hendersonville Campus)
Location: Hendersonville, NC
Crossnore Communities for Children seeks a for a Foster Home Licensing Worker on our Hendersonville, NC location to assist with recruitment and training of foster families. This position will assess, evaluate, and support foster parents. Some evening/weekend work may be required.
Hiring Range: $40,000 to $45,500 annually, $3000 SIGN ON BONUS

FULL JOB DESCRIPTION
JOB TITLE:Foster Home Licensing Worker

REPORTS TO: Licensing and Training Supervisor
SUMMARY: Assist with the ongoing recruiting and retention of Foster Homes and foster care services at Crossnore Communities for Children by contributing to the recruitment of quality foster parents, complete foster parent licensing, training, and evaluation of foster parents.
STATUS: Full Time, Exempt
PAY SCALE: Hiring Range: $40,000 to $45,500 annually
QUALIFICATIONS
Education/Experience
  • Meets education requirements for a Social Worker II which are:
  • Bachelor's degree in social work; or
  • Bachelor's degree in a human services field and one year of directly related experience; or
  • Bachelor's degree in another field and two years directly related experience; or
  • Minimum of two years experience in working with children and families required.
  • Prior foster care licensing and case management experience preferred.
  • An equivalent combination of education and experience may be considered.
Certifications
  • TIPS/MAPP, Deciding Together, Together Facing the Challenge certification preferred.
  • Person Centered Plan training preferred.
  • NC State Adoptions training preferred.
Skills/Competencies
  • Demonstrated knowledge and experience with Foster Care and/or Adoptions with experience with NC DHHS specifically preferred.
  • Ability to establish and maintain effective working relationships with members of caseload and their families, coworkers, and community collaborators.
  • Demonstrated ability to exercise discretion and independent judgment.
  • Demonstrated ability to operate well in crisis situations and knowledge of cultural issues that can affect care.
  • Must be flexible and willing to work with children of all ages, races, nationalities, sexual orientations, gender identities, disabilities, and backgrounds.
  • Professional interpersonal, communication and organizational skills. Must be able to balance and prioritize multiple tasks and/or projects.
  • Demonstrated passion for serving youth and families, and the youth-serving workforce.
  • Demonstrated proficiency in the use of a variety of computer software programs. Proficiency with Microsoft and Google products required.
  • Ability to laugh, be creative and have willingness to make and learn from mistakes. Displays enthusiasm and confidence in taking on tasks and challenges.
  • Valid Driver’s License, and must be willing to travel to various job-related locations.

  • Ensure the provision of quality services through participation in Crossnore Communities for Children Performance Quality Improvement (PQI).
JOB DUTIES & RESPONSIBILITIES
  • Assist with recruitment efforts through networking, attendance at community events, and other marketing/communication efforts
  • Lead Foster Parent training initiatives through TIPS/MAPP and MAPP/Deciding Together curriculums (training typically occurs during the evening hours)
  • Assist in other foster parent training, such as Together Facing the Challenge, Becoming a Therapeutic Foster Parent, CPR/First Aid, Medication Administration, and others as dictated by the needs of the team and agency
  • Assess and evaluate foster family candidates in the 12 Skills required by the NC State Department of DHHS's comprehensive mutual selection process
  • Conduct visits and interviews in the Foster Home as instructed by the State Licensing and Regulatory Standards
  • Provide assistance to prospective foster families with completing documentation and other licensing requirements
  • Utilize the online application portal to monitor applicant progress, maintain contact notes, and reflect the current status of all prospective foster parents
  • Document the Mutual Home Assessment of the family and submit applications for Foster Home licensure according to NC DHHS and COA rules and standards and policies and procedures of Crossnore Communities for Children
  • Maintain foster parent records that meet requirements of NC DHHS, COA, and Crossnore Communities for Children, including coordinating with foster parents for needed documentation.
  • Ensure licensing paperwork is submitted within required timeframes
  • Actively engage in foster care team meetings to staff prospective foster families as well as currently licensed families
  • Provide ongoing licensing support for currently licensed Foster Homes, including completing quarterly licensing visits, tracking training hours and ensuring file compliance by coordinating with foster parents
  • Complete accurate and timely Foster Home license changes and relicenses as needed
  • Serve as a member of the regional foster care team by assisting with team coverage needs
  • On an as needed basis, provide case management services for foster care clients
  • Demonstrate the ability to take supervision direction as well as work independently using sound judgment.
  • Demonstrate the ability to work professionally with community partners
  • Work closely and cooperatively with other agency staff, maintaining positive, problem-solving relationships
  • Participate in case record reviews to ensure charts are up to date and accurate
  • Other duties as assigned
DAYS/HOURS OF POSITION and WORK CONDITIONS:
Typical hours are 1st shift, Monday-Friday, though the schedule is flexible based on client needs. Must be willing to work some evenings and weekends as dictated by the demands of the position, including family appointments, trainings, and on-call support. Work locations range from human services agencies, offices, and often involve visits to client’s homes. May involve contact with clients and/or family members who may be hostile, resistant, and violent.
PHYSICAL DEMANDS - Medium
Position involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 20 pounds. Frequent walking, standing, and sitting. Frequent reaching and/or grasping using hands and/or arms. Frequent use of hands requiring dexterity in using the telephone, computer keyboard, or other objects. Visual ability including distance, peripheral and depth perception. Ability to drive. Regularly required to talk and hear. Able to climb stairs repeatedly. Job requires physical stamina; agility required to manage young, active clients.
