Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Minimum qualifications for non-competitive appointment, provisional appointment, or 55 b/c appointment:An associate’s or higher-level degree in forestry, forest biology, forest resource management, or forest technology, AND one year of diversified, technical forestry experience in two or more of the following areas: forest health, forest inventory, forest management, or timber sale marking including administration.orReassignment: Currently in the title and an employee of DECorReinstatement Eligible: Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orTransfer Eligible: One year of permanent competitive service at Salary Grade or higher and either:Eligible for transfer under Section 70.4: Must meet the minimum qualifications above;or55-b/55-c Candidates: Must meet the minimum qualifications above and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

Duties Description Supervise laborers & seasonal employees.Assist with distribution of daily assignments to seasonal staff as directed.Training employees to perform nursery cultural tasks.Daily record keeping.Equipment operation (including trucks, tractors, forklifts, and front-end loaders)Perform specific tasks and operations required to produce bare-root and containerized seedlings.Perform required tasks to maintain / establish seed production areas in various locations in New York.Collection, cleaning. Storage and testing of tree and shrub seed.Process seedling orders.Assist with Harvesting, Grading, and Shipping Operations. Public education on tree planting and other forestry activities.Unique Job Requirements:The position requires employees to be a certified Commercial Pesticide Technician or Applicator or be eligible to obtain certification. This position will require the use of a respirator. Employees will need to be fit tested; strictly follow respirator use protocol, and be enrolled in medical monitoring.The position will require the employees to have a valid NY driver’s license. Employees will receive training and/or required certifications to operate chainsaws, forklifts.The position requires heavy lifting, (up to 70 pounds)During Spring Harvesting and Grading Operations, overtime (including Saturday work) may be required.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Overtime may be required. Must be able to work in adverse weather conditions. Weekends and holidays may be required. Must be able to lift and move objects up to 70 pounds.
