WORKING TITLE: Fire Management Specialist
Qualifications
Education and Experience: Graduation from an accredited college or university with a bachelor’s degree in forestry or similar natural resources curriculum that may include fire science, natural resource data science, watershed management/hydrology, reforestation, forest management, or related curriculum and experience equivalent to three years of professional related work. Substitution of Education for Experience: Additional qualifying graduate course work in forestry or similar natural resources curriculum that may include fire science, natural resource data science, watershed management/hydrology, reforestation, forest management, or related curriculum may substitute for the required experience, on a year for year basis, to a maximum of one year (e.g., 36 graduate semester hours in forestry, wildlife, natural resources, or any other related work may substitute for one year of the required experience).Necessary Special Qualifications: Applicants for this class must:
- Possess and maintain a valid vehicle operator’s license in some positions;
- Possess and maintain a Commercial Pesticide Applicator Certification in some positions;
- Pass a physical fitness test for participation in wildland and prescribed fire activities in some positions;
- Possess and maintain a Forest Inventory Analysis Certification in some positions.
Examination Method: Education and Experience, 100%, for Preferred Service positions.
Summary
Summary: Under general supervision, is responsible for coordinating the forest management and protection activities to include planning, prevention, detection, suppression, monitoring, and logistics for specialized forestry or fire management work of statewide or district-wide related programs of considerable difficulty and performs related work as required.
Distinguishing Features: An employee in this class uses considerable technical expertise in coordination of forest management and protection activities or specialized forestry or fire management work of a statewide related programs or district-wide related programs. This class differs from Forestry District Manager in that an incumbent of the latter is responsible for district budgets, personnel decisions, and administrative supervision of a staff performing forestry or fire management programs.
Responsibilities
- Coordinates forest management and protection activities to include planning, prevention, detection, suppression, monitoring, and logistics for specialized forestry or fire management work of statewide or district-wide related programs.
- Supervises subordinates both technically and administratively. Conducts performance evaluations. Develops appropriate training to ensure direct reports maintain working knowledge of and adhere to internal policies and procedures. Identifies opportunities appropriate for direct reports to promote development and performance.
- Handles proper response to feedback received from landowners, general public and other public agencies by gathering information from all parties and makes a decision or recommendation regarding actions needed.
- Walks, hikes, and works on steep, rough terrain while enduring environmental hazards for extended periods of time to build or patrol fire line, performs timber cruising activities, boundary line inspections, forest health management work and/or timber sale setup. May assess forest conditions (e.g. composition, distribution, health of forest, threats) to determine resource needs and actions that need to be taken. Analyzes forest health data to determine control measures (e.g. pesticide use, herbicide use, tree removal) and program/project direction at a statewide level.
- Uses GIS software and remote sensing technology to monitor and analyze environmental resources. Accesses documentation, inventory, and GIS data, to make program level decisions. May develop training, workflows, and databases for statewide reporting. May collect and analyze data, reports, plans, and other information from staff and partners to interpret and produce statewide reports. May develop fire prevention plans annually in cooperation with government and private sector partners to mitigate threats of wildland fire.
- Makes recommendations to the administration on related program goals, objectives, strategies, and performance measures. Develops effective policies and procedures for efficient program management.
- Maintains current and develops new working relationship with Emergency personnel and other state agencies (e.g. Agriculture Crime Unit, Sherriff’s department, EMT, etc.). May serve on various working groups, councils, committees to coordinate and/or direct programmatic objectives and direction across the region. Oversees and coordinates the scheduled work of vendors/contractors as the agency’s representative.
- Communicates with the general public, outside organizations, and various agencies to provide information about the services and programs of the Division. Prepares and makes presentations to outside organizations such as county forestry associations, civic groups, and emergency management agencies.
- May develop and provide required training for statewide program implementation. May maintain required certifications such as safety, firefighting, forest inventory/analysis and pesticide application. May administer statewide financial programs such as vendor services or cost share.
- May write and apply for grants and contracts. May analyze and verify grant and contractual expenditure and revenue are effectively and appropriately implemented.
- May monitor timber markets by reviewing market price reports, milled delivered prices, and other factors to determine timber value and product demand. May oversee or conduct timber sale administration activities and ensures all state polices are adhered to while disposing of state property. May monitor logging sites through visual inspection to determine contract compliance, visual and environmental impact, and best management practices compliance. May monitor environmental conditions, fire occurrence, and resource availability to oversee district wide staffing for wildland fire response.
- May oversee a fire program or state forest program as an Assistant District Forester.
