About You and this Role
In this role, you will serve as the Unit Leader/Process Safety Focal Point (PSFP) for the Dow Freeport Marine Terminal Operations (FMTO) assets in Freeport, TX.
The Freeport Marine Terminal is a critical facility for the integration of Texas Operations. This role will interface with multiple third parties including Vopak (VIIA), Olin, and MEGlobal.
As Unit Leader, you will be a vital resource for the FMTO Team by applying technical skills to optimize plant processes, resolve plant problems, and enable safe and efficient operations. You will share responsibility and accountability for plant personnel, assets and achievement of the plant related site, business, and corporate goals. Additionally, as the Process Safety Focal Point (PSFP) you will be the primary technical contact for the identification, assessment, and management of process safety risks within the Freeport Marine Terminal facility. This role with works in partnership with, and collaborates closely with, the Geographic and Function Process Safety Technology Leaders (PSTL)s, the business Technology Centers, EH&S Leaders, plant leaders, operations personnel to appropriately manage and minimize process safety risk.
Responsibilities
  • Serve as back-up to the FMTO Operations Leader & Run Plant Engineers
  • Process Safety and Reactive Chem. Focal Point for FMTO. Perform responsibilities such as, but, not limited to:
    • Work with PSTL’s and business Technology Center to provide Process Safety support for the facility, including guidance on implementation of Loss Prevention Principles (LPP’s) and compliance with local regulations.
    • Perform Process Safety reviews on MOC’s for the facility, escalating to a PSTL for further review where required.
    • Communication focal point (both directions) for the Process Safety related knowledge and issues at the facility.
    • Facilitate gap assessments against Dow mandatory requirements and local standards, and work with plant leadership to gain resources to close identified gaps.
    • Participate in, and help prepare for, Root Cause Investigations (RCIs), Reactive Chemical Process Hazard Analysis (RCPHA), Management of Change reviews, and other Process Safety requirements as needed.
    • Plant resource for process safety self-assessments, EHS audits, and LOPA revalidations
    • Maintain the process safety documentation for the facility (Reactive Chem Process Hazard Analysis (RC/PHA), Layers of Protection Analysis (LOPA), Dow Good Engineering Practices (DowGEP), LPP gap assessment, SIS, GMISS, Safety System Impairment Standard (SSIS), relief design calculations, Hazardous Area Classification (HAC), etc.)
  • Partners with the Logistics and Operations leaders to drive a strong personal safety, process safety, and environmental improvement plan to achieve EH&S goals and ensure compliance with regulatory and permit requirements. Demonstration of strong EH&S knowledge of Life Critical Standards and be a resource to support proper application.
  • Supports Logistics Leader to provide motivation, explanation, context, and communication purpose of messages to the empowered organization.
  • Identifies, drives, and supports initiatives to achieve Operational and Functional excellence, focusing on implementation and sustainability of work processes, standards, tools and management systems.
  • Provides guidance to the facility technical staff to ensure skill level and capacity is aligned with facility support needs. Represents Operations in key operational and terminal meetings.
  • Elevates and appropriately applies knowledge of the plant and technology referencing historical data and conferring with Technology Center or other subject matter experts (SMEs). Provides leadership, expertise, diagnosis, and optimization on plant issues/opportunities.
  • Partners with Team and experts to perform advanced troubleshooting and improve and document operating discipline. Acts as a unit technical expert during unplanned events and drives implementation of effective corrective and preventative actions.
  • Oversees, maintains, owns, and reviews daily Key Process Indicators (KPI)/ trends to ensure optimum performance.
  • Ensures compliance with plant operating permits. Understands site integration and provides input to optimize the overall system.
  • Help with the coordination, integration, and interaction with FMTO Team, and external stakeholders, to identify and execute capital and expense improvement projects.
Qualifications
  • A minimum of a Bachelor's degree in Engineering, Supply Chain Management, or other related Sciences, or relevant military experience at a U.S. E6 rank or Canadian Petty Officer 2nd Class or higher.
  • A minimum of 4 years of relevant experience in a Manufacturing or Site Logistics Environment.

  • Must have a current, valid US Driver’s License.
  • A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Preferred Skills
  • Working knowledge of Process Safety tools (e.g. Process Safety Management (PSM), Process Hazard Analysis (PHA), Fire & Explosion Index (F&EI) / Chemical Exposure Index (CEI)).
  • Familiar with the technology of the facility.

Physical Requirements
  • Ability to work comfortably and safely at elevated heights. Candidates must be familiar with, or willing to undergo training in, the proper usage and maintenance of safety equipment to ensure safe movement and operations at heights.
