The City of Bellingham Public Woks - Fleet Department is now accepting applications for a Fleet Services Specialist
 
The Fleet Services Specialist serves as the Fleet Services primary customer contact for scheduling maintenance and repair work on vehicles and equipment. Prepares and maintains vehicle and equipment records regarding maintenance, repairs, inspections, as well as records pertaining to purchasing and inventory control. Recommends customer service plans and repairs; continues customer service ties with designated customer departments and outside agencies. Coordinates outside work with vendor for equipment repairs. Works in conjunction with Fleet Manager, Mechanic V and department staff to maintain efficient shop workflow.
The current 2023 full salary range for this position is $27.55 - $33.91. For internal candidates, placement within the range is based on City Pay Placement Procedures. Employees receive step increases annually in accordance with the Guild of Pacific Northwest Employees, Local 1937 Collective Bargaining Agreement and City policy. 

City of Bellingham employees receive medical, dental, and vision insurance as well as life insurance and long-term disability. Additional benefits include flexible spending accounts, a medical insurance opt-out program, and access to our employee assistance program. All eligible City employees are enrolled in a Washington State Department of Retirement Systems pension plan. Additionally, employees may elect to participate in the City’s 457 deferred compensation retirement savings plan.

Employees will receive 12 paid holidays in addition to one paid floating holiday each year. Employees accrue 8 hours total of contract and state sick leave per month in accordance with the collective bargaining agreement and Washington State Law. At the time of hire, employees will accrue 7.33 hours of vacation per month. Vacation accruals increase based on years of service. Leave accruals are based on 1.0 FTE, accruals are pro-rated if part-time and require employee to be in paid status at least 120 hours/month.

ESSENTIAL FUNCTIONS: 
  1. Schedules vehicle and equipment repair work. Creates work orders and assigns to mechanics; coordinates parts orders and deliveries; and tracks work in progress.
  2. Coordinates outside work with vendors, mechanics and customers.
  3. Monitors Fleet Shop workflow to ensure maintenance and repairs are completed on schedule and notifies customers of delays, as needed.
  4. Responsible for timely availability of parts to complete repairs. Monitors bulk supplies to ensure adequate supplies are available such as fasteners, oil and antifreeze.  
  5. Monitors and tracks warranty repair program. Ensures repairs are performed in accordance with the warranty and that the City is properly compensated.
  6. Prepares vehicle preventative maintenance schedule. Contacts departments to schedule preventative maintenance appointments.
  7. Arranges and coordinates outside vendor repairs for vehicles and equipment.
  8. Maintains vehicle records and performs clerical duties, such as filing vehicle repair records and data entry into maintenance management system. Logging vehicle repair time to work orders.
  9. Coordinates and organizes the City’s motor pool and vehicle rental program.
  10. Monitors and reviews all entries into asset management software to ensure that timely and accurate information is gathered for each maintenance activity performed by the fleet mechanics.
Physical ability to perform the essential functions of the position, including:
  • Ability to lift and handle moderately heavy components and equipment weighing up to 50 pounds;  
  • Ability to squat, twist, bend, stoop, reach, and stand for long periods of time;
  • Correctible visual acuity, hearing and manual dexterity sufficient to operate a motor vehicle. 

WORKING ENVIRONMENT:
Work is performed in a variety of environmental conditions, indoors at a computer station or at the Fleet Service Facility, and outdoors. Adverse conditions include sustained elevated noise, exposure to extreme weather conditions and potential exposure to hazardous chemicals and noxious odors/fumes associated with vehicle and machinery maintenance. May work weekends, holidays, or emergency shifts. Must be willing to respond to emergency call-outs.

Experience and Training

  • Two years of experience scheduling and tracking maintenance of vehicles or large equipment in a shop, municipal or similar setting. 
  • One year of experience performing repairs, servicing and maintenance of automobiles, trucks, or equipment.
  • Proficiency with computerized systems including fleet maintenance software for work orders, maintenance records, parts and supply ordering and inventory; as well as Microsoft products including spreadsheet and word processing.

Necessary Special Requirements

  • Employment contingent upon passing a criminal convictions and local background check (see Fair Hiring Practices).
  • Valid Washington State driver's license and good driving record. Candidates must submit a three-year driving abstract prior to hire, with periodic submission of driving abstract per City policy. 
  • Ability to secure a Commercial Driver's License within six months of hire and to maintain a valid CDL during length of employment.
  • Must pass CDL related drug and alcohol testing throughout term of employment. 
  • Adaptability and flexibility to accept schedule changes as necessary, including emergency call outs.

  2. All applications that meet the minimum qualifications will be invited to participate in an Oral Board Interview, tentatively scheduled for the week of January 8, 2023. 
  3. Applicants will be notified via email of Final Scores & Ranks. The final ranking of the register will be based on total scores for the following: Oral Board Interview (100%) - applicants must have a passing score of 60% or higher from the Oral Board Interview to be placed on the eligibility list.
The final candidates will be referred to the department for additional assessment.

Civil Service Information
This position is subject to the Bellingham Civil Service Commission. When a vacancy occurs, the top fifteen candidates or the top 25% of the register will be forwarded to the department for further consideration. All new Civil Service employees are subject to a one-year probationary period. A candidate may challenge the scope, content, or method of an examination or test, and a protest may be filed in writing with the Examiner within five (5) days following the date of the challenged examination. A candidate may also challenge the scoring of an examination or test, failure of the candidate on any part of an examination, or clerical error in examination results of any examination or test, and a protest may be filed in writing with the Examiner within five (5) days of notification of the challenged result. The Examiner shall consider all timely filed protests and make appropriate corrections if an error is demonstrated.
