Description
The City of Kodiak is recruiting for a full-timeFleet Maintenance Supervisorin the Public Works Department. Under general direction, this position supervises and coordinates the fleet services in the vehicle and equipment shop and participates in performing all related maintenance activities for City vehicles and equipment and ensures work quality and adheres to established policies and procedures; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex staff assistance to the Public Works management. Work at this level includes formal supervisory duties for Fleet Maintenance staff, including but not limited to: prioritizing and assigning work, conducting performance evaluations, ensuring staff are trained and follow all established policies and procedures and safety regulations; and participates in the selection of assigned personnel, disciplinary, and termination recommendations. Additional responsibilities will generally include but are not limited to preparing and monitoring the shop budget; maintaining and overseeing preventative maintenance programs; scheduling vehicles; and reviewing and approving invoices.
The City of Kodiak owns and operates a wide range of vehicles and equipment. The Fleet Maintenance Supervisor is responsible for the efficient delivery of high-quality maintenance and repair services necessary to all City owned vehicles from various departments, including but not limited to Public Works, Police, Fire, Parks and Recreation, and Port and Harbor departments. The Fleet Maintenance Supervisor must perform these duties in a manner that reflects positively on the City and the Department.
Examples Of Essential Duties
  • Coordinates and oversees the organization, staff, and operational activities for the fleet services program; establishes and coordinates City vehicle and equipment repair, maintenance schedules, priorities and procedures.
  • Manages, supervises and oversees assigned staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring any performance deficiencies are corrected; provides or coordinates staff training; ensuring staff follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, disciplinary, and termination recommendations.
  • Prepares work orders; plans, organizes, and prioritizes vehicles and equipment for maintenance and repairs; coordinates work with internal employees and/or external contractors or vendors.
  • Directs, coordinates, and reviews the work plan for assigned fleet services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Directs and supervises the Fleet Maintenance and repair activities including planning, estimating, scheduling, inspecting, and monitoring work being performed and participates in performing the full range of Mechanic duties.
  • Participates in ordering equipment and supplies for the division; researches and recommends types of equipment to be purchased.
  • Inspects and evaluates work in progress and upon completion to assure that work is performed in accordance with City regulations, policies, and operating procedures and practices; identifies problem areas and directs remedial action.
  • Prepares a variety of reports and/or records associated with work orders, inventory orders, and maintenance. Maintains records concerning operations and programs; prepares reports on operations and activities and presents reports and other correspondence as necessary.
  • Identifies opportunities for improving service delivery methods and procedures, identifies resource needs, reviews with appropriate management staff, and implements improvements.
  • Participates in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; recommends adjustments as necessary.
  • Utilizes proper safety precautions related to all work performed and maintains a healthy and safe working environment; ensures department compliance with Federal, State, and local laws, regulations, codes, and/or standards.
  • Investigates and responds in a courteous manner to public questions and concerns regarding maintenance activities from the public, vendors, and related parties in an efficient and timely manner.
  • Coordinates fleet services activities with those of other divisions and outside agencies and organizations.
  • Attends and participates in professional group meetings; maintains awareness of new trends and developments in the field of fleet services; incorporates new developments as appropriate.
  • Oversees and maintains the cleanliness of assigned work areas and facilities.
  • Performs other duties as assigned.

Minimum Qualifications
High school diploma or General Education Development (GED) and Associate's degree or two-year technical certificate in mechanics or related field. At least five years of Fleet Maintenance experience, including at least one year supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
LICENSINGREQUIREMENTS:
  • Valid Alaska Driver's License or ability to obtain within 30 days of hire
  • Valid Alaska Commercial Driver's License (CDL) Class B
  • First Aid/CPR Certification

LICENSING PREFERRED:
  • Automotive Service Excellence (A.S.E.) certifications
  • Alaska Commercial Driver's License (CDL) Class A

PHYSICAL REQUIREMENTS:
Positions in this class typically require: climbing, stooping, bending, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, twisting, lifting, grasping, finger dexterity, feeling, talking, hearing, seeing and repetitive motions.
Primary functions require sufficient physical ability and mobility to work in a maintenance shop and outdoor field environment; to walk, stand, and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp, and make repetitive hand movement in the performance of daily duties; to lift, carry, push, and/or pull heavy amounts of weights; to operate assigned tools, equipment and vehicles; travel from site to site; and to verbally communicate to exchange information.
Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
WORKING CONDITIONS:
Work in an equipment shop setting and outdoor field environment. Exposure to noise, dust, grease, fumes, odors, gases, all types of weather and temperature conditions; subject to poor ventilation, vibrations, mechanical and electrical hazards; hazardous traffic conditions; work space restrictions and inadequate lighting; and work and/or walk on various types of surfaces including slippery or uneven surfaces and rough terrain. Work with and safely handle hazardous materials and chemicals. Frequent physical exertion for required labor and/or equipment operation. Occasional contact with the general public.
Non-traditional work hours may be required with shift assignments on rotating work schedule and are based on the needs of the department. May be required to respond to emergency calls at any hour.
