Job description

FLEET OPTION:
The Administrator, Fleet, is a responsible position involving managerial, operational and administrative work. The duties of this position vary with each specifically assigned project. This employee must have skill sets and abilities in project management to include scope, budget, research, analysis, testing/evaluation, process improvement and conclusion development. The employee directs the Fleet Manager, along with administrative staff and reports to and is supervised by the Director of Procurement. This position ensures that reports are submitted timely and accurately to the Director and other key departments integral with the County fleet. Contacts with others are extensive, critical and important, and include various County officials, the supplier community, the general public, State officials and County legislators. FLEET OPTION:
  1. Reviews activities of various organizational units, coordinates their activities, obtains their input, and advises them on procedural and policy matters.
  2. Identifies operational and administrative problems, gathers information, analyzes findings, and recommends corrective policies and procedures, and interprets and administers them as directed. Drafts new and revised policies and procedures. Reviews reports and similar material, summarizes then and makes recommendations concerning them to the Director of Procurement.
  3. Supervises administrative staff which also includes full, part time, temporary and interns.
  4. Serves as a technical expert conducting procurements of complex projects or services, which involves determining the appropriate procurement method; collecting and analyzing technical information and developing bid specifications and evaluation criteria, initiating procurement action utilizing all available methods; tabulation and analyzing solicited bids, conduction of pre-bid and other necessary meetings; evaluating and determining low responsive and responsible bidders; recommending award of contract, or placing purchase orders for goods and services within limit of signatory authority.
  5. Provide guidance to department/agency personnel in contract administration activities such as planning for vehicle and equipment needs.
  6. Maintain close liaison with suppliers' representatives to keep informed of new products, price changes, etc., and keep abreast of new products, services, and their resources.
  7. Other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
FLEET OPTION:
- Responsible for the Administration of the County's Fleet Department which includes all fleet activities including budgeting, acquisition, maintenance, assignment and disposition of the County's fleet, the County's fuel stations and various fuel tanks in accordance with the Federal, State and Local laws and regulations.
- To establish and maintain effective working relationships with County employees, liaison with other jurisdictions, the general public and supplier community.
- Possession of advanced research, writing, and editing skills; of excellent communication skills, both oral and written.
- Skill and ability to express planning ideas and processes; to direct, coordinate and manage the work of others; to produce an integrated planning product; to critically evaluate the work of others; to work independently; exercise sound professional judgment and supervisory ability.
- Prepare accurate and meaningful reports from analysis of factual material and drawing valid conclusions; to utilize automated purchasing data systems, as well as other various software programs and/or applications; to drive a county vehicle while performing duties; to bend, reach, sit, stoop, stand, walk and climb.
EDUCATION:
Bachelor's degree in business administration, Public Administration, Supply Chain Management, or a related field.
EXPERIENCE:
Five (5) years of progressively responsible experience in fleet operations and management; two (2) years must have been in a managerial/supervisory capacity of employees or program/project.
LICENSE:
Possession of valid Class "C" non-commercial driver's license with no more than three (3) points.
Class A, B, & C MDE Fuel Operators License - REQUIRED within 6 months of employment
Certified Automotive Fleet Manager (CAFM) -- PREFERRED
Commercial Driver's License (CDL) -- PREFERRED
SAFETY:
Must comply with Harford County Safety Manual.NOTES:
  1. Additional related education beyond the degree requirement may be substituted for the required experience on a year-for-year basis up to a maximum of two (2) years. However, two (2) years of experience in a managerial/supervisory capacity are required. Proof of college degree must be provided by the selected candidate.
  2. Additional experience as stated above may be substituted for the degree requirement on a year-for-year basis.
