SUMMARY
Under direct supervision, performs a variety of manual labor maintaining parks, grounds, public recreational areas, rights-of-way, athletic fields, cemeteries, water supply lakes or environmental properties; and performs other related duties as assigned.
STATE OF EMERGENCY
When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. This is a condition of employment.
ESSENTIAL FUNCTIONS (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge skills, and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this class.)
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Mows grass with lawn mower, edges roadways, sidewalks, curbs, around trees and headstones, pulls and removes weeds from flower beds, trims trees, hedges at various heights, and removes exotic trees and vegetation from natural areas.
2. Picks up and removes tree limbs, branches, and palm fronds, clears, and cleans streets, alleys, and job sites of debris, pulls vines off fences; picks up trash, debris and tree limbs from medians, parks, and public recreational areas.
3. Plants flowers, applies fertilizer, prunes plants and trees, plants, or removes trees, lays sod, and performs other ground maintenance duties.
4. Cleans, mops, sanitizes, and deodorizes public restrooms.
5. Sweeps and vacuums carpeting and floors using manual and power equipment; mops, scrubs, waxes, shampoos, and spot cleans carpeting and floors.
6. Cleans woodwork, walls, and windows using common household equipment and cleaning products; empties waste cans and ashtrays; cleans and dust offices; sweeps sidewalks and entryways; and maintains exterior of the facility clean including trash pickup.
7. Sets up and breakdown for meetings and special events.
8. Drives pick-up truck and transports materials and workers to worksite; loads and unloads truck.
9. Operates various automotive vehicles and light to medium equipment; may perform maintenance and repairs as required.
10. Washes-in graves, re-sods grave sites after burials and performs other duties related to cemetery grounds maintenance.
11. Performs minor maintenance work such as changing light bulbs, repairing fixtures, and furniture.
12. Maintains recreation equipment, such as basketball nets, courts, etc., as required; keeps equipment and supplies in order and requests more when needed.
13. Observes standard operating procedures and safety practices; supports and actively participates in the City’s safety programs.
14. Performs other related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES (Based on area of assignment)
• Knowledge of basic grounds and landscaping maintenance practices and procedures.
• Knowledge of custodial practices and procedures.
• Knowledge of machinery, equipment, and tools necessary for the maintenance of public areas.
• Knowledge of custodial practices and procedures.
• Knowledge of common hand and power tools.
• Knowledge of basic preventive maintenance on assigned equipment.
• Knowledge of occupational hazards and safety precautions.
• Skill in performing manual labor.
• Skill in operating and working around traffic and moving equipment.
• Skill in following safety practices and recognizing hazards.
• Ability to follow oral and written instructions.
• Ability to establish and maintain cooperative work relationships with those contacted in the course of work.
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT
Tasks require a regular and at times, sustained performance of moderately physical demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and that may involve lifting, carrying, pushing, and/or pulling of moderately heavy objects and m materials (up to 50 pounds). Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, pollen, odors, wetness, humidity, rain, fumes, temperature, and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic agents, or pathogenic substances. The City of West Palm Beach promotes and maintains a drug/alcohol free work environment through the use of mandatory pre-employment and random drug testing for certain employees.
MINIMUM QUALIFICATIONS
Eighth (8th) grade education (education will be verified using the “Education Requirements” listed below) is required.
A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
Special Driving Requirements
• Have not lost any driving privileges by reason of revocation, suspension, or denial of license, or have been convicted and/or had an adjudication withheld of three or more moving violations.
• Have not had one DUI (Driving Under the Influence) in any preceding twenty-four (24) month period. License suspension of two weeks or less or suspensions based only on non-moving violations that have been cleared will not automatically result in revocation of driving privileges.
• Have not had more than one DUI (conviction or adjudication withheld) in Florida or any other state within the past ten (10) years.
Education Requirements
To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either a, b or c above for the purpose of admission to institutions identified in either a, b, or c above.
International degrees will be evaluated to determine if they satisfy qualification requirements.
