Duties

As a Fish and Wildlife Administrator your duties will include, but are not limited to, the following:

  • Directs policy and staff functions in refuges within the Service's Southeast Region. Formulates and implements policies, standards, and procedures. Coordinates Regionwide Program issues/policies (e.g., refuge management, public use, compatibility, comprehensive planning and outreach).
  • Evaluates national precedents, their impact on Regional policy, procedures, and operations.
  • Manages multimillion dollar budget for assigned programs which are subject to rapidly changing initiatives and shifting priorities.
  • Serves as a member of the Regional Directorate Team - the region's Assistant Regional Directors and Regional Managers. Participates with cross-program leaders in interpreting and implementing legislation, legal decisions, and creative conservation solutions, as well as assessing their impact on Regional natural resource management practices, refuge lands, and other programs.
  • Serves as an expert consultant and provides advice to the Regional Director, Deputy Regional Director and other Service officials and managers concerning controversial and complex scientific, political, and economic issues; prepares position papers; reviews documents and plans; and makes implementation decisions. Obtains cooperation from and maintains liaison with parties and agencies interested in decisions of the Service, such as trade associations, conservation groups, industries, civic groups, officials and scientists from other Federal government organizations, State officials, county officials, and news media representatives.
  • Exercises managerial and leadership skill in integrating multiple aspects of ecosystem management, refuge management, fisheries management, ecological services, and the migratory birds, federal aid and law enforcement programs.
  • Implements programs such as Partners for Wildlife and Fire Management. Coordinates with Law Enforcement (LE) and Federal Aid (FA) organizational elements on programmatic and operational issues by identifying needs and opportunities. Implements outreach efforts. Effects Tribal and other agency coordination within the geographic area or in field stations supervised (with Regional office Native American/External Affairs staff).Leads Legislative/Congressional outreach efforts on operational issues (with External Affairs staff).
  • Participates in designing national programs and policies. Provides programmatic information and guidance to field stations and ecosystem teams (such as on Comprehensive Conservation Plans (CCPs))
  • Perform a full range of supervisory/managerial duties and responsibilities over the assigned staff and organizational elements.

Qualifications

Only experience and education obtained by 03/22/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
A. Degree: A full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree, from an accredited college or university, in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. Note: Transcripts required.
OR
B. Combination of education and experience: Courses equivalent to a major, or at least 30 semester hours in courses, as shown in A above, plus appropriate experience or additional education. NOTE: Transcripts required, and your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
OR
C. Experience: Four years of experience that demonstrates an acquired knowledge and understanding of one or more of the biological sciences, agriculture, natural resource management, or related disciplines equivalent to that which would have been acquired through completion of a four-year course of study as described in A above. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
Minimum Qualification [GS-15]
Possess one (1) year of specialized experience equivalent to at least the GS-14 grade level that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Specialized experience may include: directing policy and staff functions, developing short and long-range plans and formulating and implementing policies, standards and procedures for a regional or national natural resources program, including experience with implementing the Endangered Species Act; experience supervising staff work on programmatic issues regarding natural resources; advising management concerning controversial and complex issues affecting natural resources. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Duty Stations: The duty station for this position will be located in FWS Region 4 which includes the states of AL, AR, FL, GA, KY, LA, MS, NC, SC, TN and Puerto Rico.
