Job description

The City of Tukwila is searching for a Fiscal Coordinator to work in our Business & Occupation (B&O) Tax section of the Finance Department. As the Fiscal Coordinator you will perform a wide range of independent, professional and complex duties primarily associated with the administration of the City's business and occupation (B&O) tax but including other taxes such as gambling, admissions, parking, utility taxes and business licensing.

These duties include, but are not limited to, business education and outreach; identification of businesses not properly licensed with the City; examination of tax returns; tracking, monitoring, and reconciling tax returns and payments; developing taxpayer education correspondence, training materials, and tax advisory notices; organizing, scheduling and conducting tax audits; researching, investigating and monitoring matters relating to the city's tax ordinances; researching, documenting, and recommending appropriate tax procedures and practices to comply with federal, state, and local laws and ordinances; developing and maintaining business tax rules, policies and procedures; preparing budgetary projections; and providing assistance to fiscal support and tax operations staff.

Respond to questions and inquiries from city staff and taxpayers concerning city imposed business taxes and provide other guidance as appropriate.
Ensure proper, timely, and accurate communication with the taxpayers.
Investigate and resolve businesses' complaints.
Track tax payments, identify delinquent accounts, and see that amounts owed are collected.
Conduct compliance work to ensure all entities doing business in Tukwila obtain licenses and file and pay City tax returns on a timely basis.
Assist with collecting delinquent accounts, including filing unified tax returns and unpaid assessments.
Process manually filed returns by ensuring information is recorded in the City's tax and licensing program. Assist with recording tax payments.
Review and analyze taxpayer financial records, reports, and documents; verify reported gross income, and related deductions and exemptions; and provide reasonable assurance whether the reported tax due to the City was consistent with the Tukwila City Municipal Code and applicable state and federal laws and regulations.
Validate and process refund requests, balance due billings, assess penalties and interest, review penalty waiver requests, monitor and process journal entries for business tax accounts.
Research files and account historical records; review and evaluate information obtained; and provide sound conclusions to resolve issues.
Create and maintain proper working papers fully supporting any adjustments to tax returns, examination of books and records, and audit conclusions including, as applicable, assessments and refunds and related penalties and interest.
Check accuracy of financial tracking systems by testing, maintaining, and evaluating financial information in the systems.
Select tax accounts for audit or examination based on audit risk and other appropriate factors including an emphasis on taxpayer equity.
Develop proper audit plans designed to address highest areas of risk and adjusting audit plans during the audit as appropriate.
Conduct audits or examinations in accordance with Tukwila City Municipal Code, applicable state and federal laws and prevailing court decisions.
Assist with developing and maintaining tax returns, schedules, and other documents associated with City taxes.
Assist with developing Business Tax Rules, Tax Advisory Notices, updates to the Tax Division website, and taxpayer correspondence templates.
Assist with developing and maintaining Tax Division policies and procedures including, but not limited to audit selection, audit planning, working paper standards, amended tax returns, tax assessments and refunds.
Attend and, as appropriate, participate in a variety of staff, management, and committee meetings, including meetings sponsored by external organizations.
Maintain current knowledge in the field by reviewing court cases and new statutes and other regulatory requirements impacting city-imposed business taxes.
Work with appropriate city personnel regarding certain processing activities including but not limited to processing payments for refunds, processing billings for assessments, recording taxpayer returns and related documentation to the city's document imaging system, updates to tax returns and related documents.
Maintain reasonable, predictable, and regular attendance during the standard work week.
Actively support and follow the vision, mission, values and goals of the department and the city.

EDUCATION AND EXPERIENCE (Position requirements at entry):
Bachelor's degree in accounting, Finance, or a related field and three years of related governmental tax experience; or an equivalent combination of education and experience which provides the knowledge, skills, and abilities sufficient to successfully perform the essential duties of the job. Experience with State of Washington and/or Washington municipal B&O tax is highly desirable.
LICENSES AND OTHER INFORMATION:
Valid Washington State driver's license, or the ability to obtain within thirty (30) days of employment.

MACHINES, TOOLS, AND EQUIPMENT USED:
Typical business office machinery and equipment including, but not limited to, personal computers including spreadsheet and word processing software, printers, telephone, fax and copy machine, and calculator.
The incumbent may also be required to operate a city vehicle to include, but not limited to, attending off-site meetings or to conduct field audits or business license compliance activities.
