Job Description: Fiscal Analyst

Location: Butler, PA, 16002

Position Summary/Objective:

The Fiscal Analyst will support and maintain the organization’s financial applications. Will assist in maintaining all databases, policies, procedures while gathering and inputting data related to employees, clients, and financial information to ensure that data-driven recommendations are made to the Executive Director.

Organization Responsibilities:
  • Comply with Federal confidentiality rule (42 CFR Part 2). The Federal rule prohibits you from making any disclosure of confidential information unless further disclosure is expressly permitted by the written consent of the person to whom it pertains or as otherwise permitted by 42 CFR Part 2. Comply with all State confidentiality laws.
  • Ensure compliance with policies and procedures.
  • Promote and follow safe working practices and take necessary steps to prevent injuries.
  • Attend and participate in staff meetings, conferences, staff development trainings, etc.
Position Responsibilities:
  • Work with Fiscal Manager to maintain accurate accounting records and financial data.
  • Supports Fiscal Manager with continuous processing and review of accounts receivable, accounts payable, general ledger postings, and payroll processing.
  • Assist with monthly close out procedures.
  • Completes monthly bank account reconciliations, reconciling of credit card transactions, and filing of accounting documents.
  • Knowledge of EMR billing systems and practices.
  • Knowledge of accounting software, using software to improve accounting practices and accurate reporting.
  • At the request of the Executive Director, may work in conjunction with the fiscal manager to perform financial analysis/projections, financial projects, budget preparation and monitoring, audits, and RFPs.
  • Collaborates, collects, and reports on multiple complex data, and recommends system implementation solutions for executive leadership, fiscal, and HR staff:
    • HR - to analyse staff data to improve employee retention.
    • COE initiative - with data entries and analysis
    • Monitoring of quality assurance: client outcomes, and employee data
    • Will hold quarterly meetings to review data from clients and share with department heads to aid in improving treatment services and perceptions of clients.
  • Organize work and set priorities to meet deadlines working within a prescribed time constraint.
  • Performs other duties as required.
Qualifications:
  • Computer skills and knowledge of relevant software.
  • Knowledge of operation of standard office equipment.
  • Knowledge of clerical and administrative procedures and systems as filing and record keeping.
  • Knowledge of principles and practices of basic office management.
  • Communication skills- written and verbal.
  • Planning and organizing.
  • Information gathering and information monitoring.

Education/Experience:
  • Bachelor’s degree in business administration, Accounting, or Finance. Or a related field required.
  • 2-3 years’ experience preferred.
  • Satisfactory Criminal Background Check and Pre-employment Drug Testing
  • Have a valid PA driver’s license.
Working Conditions:

Office conditions represent the primary working environment. Requires sitting and standing associated with a normal office environment. Manual dexterity needed for using a calculator and computer keyboard. This description is intended to provide only basic guidelines for meeting job requirements.
