Scope of Work
Employees hired in this classification are required to attend the Midland Fire Department Recruit School to obtain a certification of Structural Firefighter-Basic from the Texas Commission on Fire Protection and certification of EMT-Basic from the Texas Department of State Health Services. As well as to perform all assigned duties.
Fire Recruit Hiring Timeline: We will begin knowledge-based testing for these positions in December of 2023, and for those with passing scores, we will review applications and send history packets in January 2024. Interviews and the final selection process will happen in late January 2024. Physical Exams and Testing will occur in February 2024, with those making it through all rounds and requirements having a Recruit Class start date of March 2024.
Essential Job Duties
• Attends and successfully completes all training, within the time frame allowed, related to firefighting certification, including, but not limited to, connecting and carrying firehoses, carrying and setting up ladders, directing water and chemicals on burning structures, vegetation, vehicles, and other objects, structural ventilation, and salvage operations.
• Attends and successfully completes all training, within the time frame allowed, related to emergency medical services certification, including, but not limited to, patient assessment, oxygen administration, spinal immobilization, bleeding control, and splinting.
Physical and Environmental Conditions
Ability to sit, stand, and transport self from building to building. Ability to attend functions and
meetings in buildings and at other sites. Must be able to perform strenuous physical tasks. The employee may be exposed to extreme temperatures, electrical hazards, communicable diseases, and hazardous fumes and chemicals while engaged in firefighting training activities.
Required Qualifications
REQUIRED CONTACTS
Ability to effectively communicate with citizens and all levels of employees to provide information regarding fire and emergency medical functions and responsibilities.
Knowledge, Abilities, and Skills
Ability to read and review such items as textbooks, professional journals, and publications. Must be able to compute formulas for determining water pressure and drug dosages. Ability to write such items as reports and memos. Ability to learn new concepts and learn independently of direct instruction.
To attend required classes and training that meets or exceeds the Texas Commission of Fire.Protection Basic Fire Suppression Certification Curriculum (FFI, FFII, and Hazmat Awareness/Operations) and/or the DOT Emergency Medical Technician-Basic National Standard Curriculum.
Upon completing the required training, as stated above, Fire Recruits must obtain a passing score on the NR EMT-Basic written exam and the TFCP Basic Fire Suppression written exam.
Minimum Education, Experience, and Certification
• Possess a high school diploma or GED
• Be between the ages of 19 and 35, having not met the 36th birthday at the time of appointment.
• A valid Texas-issued driver's license must be obtained before appointment.
• Successfully complete all entrance testing processes including, but not limited to, written examination, physical agility test, oral interview, medical physical, and background checks.

Group Health Benefits: Medical/Prescription
The City of Midland offers two (2) medical benefit plan options. The plans are tailored to meet the differing needs of our employees and include medical, dental, and prescription coverage. As an additional benefit, the City of Midland offers a Wellness Center through Midland Memorial Hospital that provides basic medical services to employees and dependents enrolled in the group health plan at no cost. Telemedicine is also offered through Recuro Care at no additional cost for those enrolled in the health plans.
Plan A: $1500 in-network deductible
Plan covers 80% after deductible up to a maximum out-of-pocket of $5500 per calendar year.
Plan B: No Deductible
Plan covers 70% up to a maximum out-of-pocket of $5500 per calendar year.
Optional Dental
Employees and their dependents are eligible to enroll in the optional dental coverage.
Optional Vision
Employees and their dependents are eligible to enroll in optional vision coverage.
Retirement
Sworn Fire Department employees are enrolled in retirement through the Midland Firemen's Relief and Retirement Fund (FRRF).
Deferred Compensation 457(b)
Additional retirement accounts are available in the form of deferred compensation through payroll deduction on a pre-tax basis. Employees can choose from multiple companies to participate in deferred compensation. Enrollment is optional, and there is no open enrollment period.
Flex Spending Accounts (FSA)
The FSA is an employee-funded account that allows employees to set aside additional money for health care and dependent care expenses. This money is payroll deducted on a pre-tax basis. Enrollment is optional.
Group Term Life Insurance
All full-time employees are eligible to receive $75,000 in basic life coverage at no cost.
Additional Life Insurance
Employees can purchase additional life insurance for themselves and/or their dependents. Rates and coverage amounts vary.
Long Term Disability
The City offers voluntary enrollment in Long Term Disability. Rates and coverage amounts vary.
Employee Assistance Program
The City of Midland contracts with an Employee Assistance Program (EAP) for all of our employees. This service is completely confidential and free to all employees and their household members. Services include counseling, crisis intervention, financial guidance, legal assistance, and more.
Paid Time Off and Holidays
Employees begin earning Paid Time Off (PTO) Leave as early as the first paycheck. In addition, the City offers several paid holidays during each calendar year, including employee birthdays. Firefighters are also entitled to (1) one floating holiday per calendar year designated as the September 11th holiday.
Longevity Pay
Employees are eligible to receive longevity pay after the first year and every year of employment thereafter.
Health and Wellness Programs
The City offers a wellness program to promote health and wellness. Participation is voluntary and could have monetary rewards.
Credit Union
Employees are eligible to join the Midland Municipal Employee Credit Union. The Credit Union offers great dividends and loan opportunities.
Tuition Reimbursement
The City provides tuition reimbursement for employees interested in furthering their education. Reimbursement amounts are subject to prior approval, course completion, and grades obtained.
Sick Leave Bank
A voluntary program in which members can apply for up to an additional 90 days of paid time off leave in the event of a catastrophic injury or illness (applies only to the employee themself).
Scholarship Fund
The Midland Municipal Employee Scholarship Fund is an employee-funded program that awards scholarships annually to dependents of City of Midland employees who plan to pursue a college education.
