WORK OBJECTIVE

Highly responsible administrative position which encompasses the management of personnel and programs related to fire prevention, fire investigations, fire inspections, fire operations, compliance, budgeting, accreditation, professional standards, public relations, and education specifically in community risk reduction and any other activities correlating to the Fire Department. Work is performed under the direction of the Fire Chief and Deputy Fire Chief and consists of a range of highly technical and responsible activities which require abundant independent judgment and initiative.

ESSENTIAL FUNCTIONS

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification.   • Plans, directs, and supervises the activities of the Fire Prevention Bureau.
  • Supervises and performs plans review and fire inspections, ensuring compliance with all applicable City policies and procedures, other laws, regulations, codes, and ordinances.
  • Trains Inspectors and fire personnel in the enforcement and knowledge of fire and building codes. Reviews the work of assigned team members and ensures the smooth operation of team assignments.
  • Coordinates Public Education activities and provides training for special interest groups. May serve as the Public Information Officer for the department at the direction of the Fire Chief.
  • Resolves code interpretations issues and explains to applicants all necessary changes to be made to drawings for compliance with codes and ordinances.
  • Investigates fire scenes for cause and origin determination as required. Works closely with the State Fire Marshal.
  • Receives and responds to complaints, concerns, and inquiries from the public, other City departments, community groups and organizations, and initiates appropriate corrective action.
  • Attends meetings of State and Local construction and fire-related organizations. Represents the City at fire and life safety-related meetings.
  • Reviews revisions to existing codes and ordinances and initiates recommendations for fire/construction code changes as needed.
  • Assists with strategic and tactical planning, to ensure the most efficient development and use of department resources.
  • Assists the Fire Chief and Deputy Fire Chief in the preparation of administrative and operational goals, documents departmental activities, prepares written reports, researches projects and programs, and types correspondence.
  • Assists the Fire Chief and Deputy Chief in the review of the department’s policies and procedures.
  • Assists the Fire Chief and Deputy Fire Chief as needed with the certification processes in place (CPSE Accreditation, ISO rating, etc.).
  • Assists with planning pertinent sections of the department budget to maximize efficiency and effectiveness of overall departmental operations.
  • Promotes a positive image of the department both internally and externally.
  • Responsibilities may also include responding to incidents, taking emergency action, administering medical treatment, and supervising fire and rescue crews in a command and control role.
  • May respond to fire and EMS scenes as needed or required.
  • Performs other duties as directed.

MINIMUM QUALIFICATIONS:

  • Graduation from an accredited college or university with a Bachelor’s Degree in Fire Science or Administration, Emergency Services, Business or Public Administration, or a related field with major coursework in Fire Science, Public Administration, Emergency Medical Services, or Emergency Management (Master’s Degree is preferred) accompanied by a minimum of five (5) years’ experience in both a Fire Department at a responsible command level and as a State of Florida Certified Fire Inspector. May consider the equivalent combination of education, training, and experience.
  • Current State of Florida Firefighter I and Firefighter II Certificate of Compliance and Florida State Fire Officer I & II Certification. Florida Fire Instructor I Certification is preferred.
  • Current State of Florida Emergency Medical Technician (EMT) certification or Paramedic certification, with preference given for current Florida Paramedic certification with ACLS certification.
  • National Board on Fire Service Professional Qualifications, Fire Marshal Certificate, and Fire Code Administrator Certificate are preferred.
  • Thorough understanding of the National Incident Management System (NIMS) & Incident Command System (ICS) and possesses ICS 100, 200, 300, 400, 700 and 800.
  • Possesses and maintains a valid State of Florida Class D driver’s license.
  • Experience with budgeting, forecasting, and professional standards required.
  • All required certifications must be maintained as a condition of employment for this position.

KNOWLEDGE, SKILLS & ABILITIES:

  • Ability to develop and maintain effective working relationships with employees, City officials, and the general public, other Fire agencies, and to deal with public relations effectively, courteously, and tactfully.
  • Thorough knowledge of the modern techniques of fire prevention, inspection methods, fire hazards, and methods of eliminating hazards; Local, State and Federal standards and regulations governing fire prevention and fire safety; and of building construction and materials as related to fire prevention and fire safety.
  • Ability to read and interpret plans and blueprints, prepare, and maintain adequate records, conduct complex analysis, write comprehensive reports, and make effective presentations both orally and in writing.
  • Ability to exercise sound judgment and diligence in the interpretation and application of codes, including violations and appropriate remedies.
  • Thorough knowledge of controlling laws and regulatory standards governing the work; the municipal budgeting process; efficient management of fiscal resources; and geography of the City.
  • Thorough knowledge of 911 communications and CAD systems and deployment models.
  • Considerable knowledge of municipal government and the relationships between the Fire Department and other municipal divisions and governmental agencies, ISO Public Protection Classification Program, National Fire Protection Association (NFPA), and Commission of Fire Accreditation International (CFAI) Improvement Model.
  • Substantial knowledge of emergency management preparedness.
  • Knowledge of fire department rules, regulations, standard operating procedures, and policies.
  • Knowledge of general business and administrative, budgetary and fiscal, and personnel management practices.
  • Considerable knowledge of pertinent software and programs related to Fire Department-specific and general administrative tasks, such as Microsoft Office Suite (Sage, Plans Reviewer, Word, Excel, Outlook, PowerPoint), inventory control, Fire/EMS, training, etc.)
  • Ability to perform or assist with the organization and direction of Fire Department and emergency activities of broad scope and complexity.
  • The ability to work independently with a high level of performance output/outcomes.
  • Thorough knowledge of administrative, supervisory, leadership, and training methods and procedures.
  • Ability to mentor and teach others and share knowledge and experience, as well as demonstrate leadership, to department personnel.

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS:

  • Tasks usually involve the ability to exert light physical effort in sedentary to light work, which may involve intermittent performance of extremely physically demanding work and typically involving some combination of reaching, bending, stooping, kneeling, crouching, running, climbing, and that may involve the lifting, carrying, pushing, and/or pulling of extremely heavy objects (150+ pounds) in the event of rescuing or transporting a victim/patient when performing rescue operations.
  • When performing fire services and/or rescue operations, tasks are performed with potential for lengthy exposure to outdoor environments that involve occupational health hazards including, but not limited to, fire, extreme temperatures, wetness, humidity, inclement weather, loud noise, toxic/chemical agents, electrical currents, pathogens, fumes, gases, odors, erratic or unpredictable human behavior, weapons, and explosives.
  • Works around highly critical and hazardous conditions, where fire and/or other life-threatening situations occur that require skills in exercising and enforcing established safety precautions for the avoidance of injury and accidents.
  • Works around moving parts, vehicles, equipment, carts, and materials handling, where extremely heightened awareness to surroundings and environment is essential in the preservation of life and property. Personal protection equipment applies in the preservation of life and property, as does special equipment including, but not limited to, various types of containment suits, self-contained breathing apparatus equipment (SCBA) and safety gear.
  • Other work requires diplomatic, skillful, and immediate response to potentially violent situations and must submit to essential safety precautions to avoid personal injury or injury to the general public.
