This is administrative and advanced technical work in fire prevention, public education, cause and origin determination, arson investigation, inspection and code enforcement. Work involves inspections of buildings and building plans to detect hazardous conditions and enforce city and state codes, development and presentation of public information and education programs, the investigation of fires to determine origin and cause of the fire and, if suspicious in nature, investigate in compliance with the Illinois Criminal Code. Work involves extensive contact with the general public as well as various city departments and other governmental units. Work is reviewed through conferences, records maintained, reports prepared and through the observation of results obtained.
ELIGIBILITY
This examination is open to all personnel who have six (6) years of job seniority as a Firefighter plus one of the following: A Provisional Fire Officer I/Company Fire Officer or, in the alternative, the combination of Advanced Firefighter/Firefighter III plus any degree in a Fire Related Discipline. These ratings must be attained as of the date of the close of the application period.
PROMOTIONAL REGISTER
Persons passing the selection process will be placed on a Civil Service promotional register which will be used for a period of two years or until exhausted. Vacancies in this classification will be filled in accordance with The Fire Department Promotional Act.
SUPERVISION RECEIVED
Assignments are performed independently under the general supervision of the Deputy Fire Chief for Prevention and Administration in accordance with departmental policies, rules and regulations.
SUPERVISION EXERCISED
Supervision will be exercised at the scene of a fire to other line officers to assist in determining the origin and cause of a fire, arson investigation, removal of debris, eliminating safety hazards and related work.
Major Duties
EXAMPLES OF WORK (Typical work examples, but not limited to the following)
  1. Inspects buildings and building plans to detect fire hazards and enforce city and state fire codes.
  2. Investigates fires of suspicious or undetermined nature; determines causes, and gathers evidence and testimony necessary to prosecute arson cases.
  3. Discusses hazardous conditions or code violations with building owners or managers and makes recommendations for their correction.
  4. Prepares and maintains records on inspections, arson cases, requisitions and inventories.
  5. Meets with private employer groups to schedule pre-planning study tours; conducts fire safety programs in nursing homes, hospitals, factories, schools, and business and civic groups.
  6. Assists other governmental agencies to ensure that buildings and facilities requiring city and state licenses maintain the necessary safety precautions.
  7. Schedules inspections and fire prevention activities for Inspectors and suppression personnel.
  8. Develops new concepts and inspection practices.
  9. Performs related work and other duties as assigned

Knowledge & Skills
REQUIRED KNOWLEDGE, ABILITIES AND SKILLS
  1. Considerable knowledge of modern fire fighting principles, practices and methods.
  2. Considerable knowledge of State and municipal fire codes and practices relating to fire prevention and inspection work.
  3. Considerable knowledge of Fire Department policies, rules and regulations.
  4. Knowledge of arson investigation techniques.
  5. Ability to develop and present public education programs.
  6. Ability to attain peace officer status certification.
  7. Ability to deal with the general public and other employees in general and difficult work situations.
  8. Ability to plan, assign, supervise and evaluate work of subordinates.
  9. Ability to express oneself effectively orally and in writing as demonstrated by the preparation and maintenance of records and reports.

DESIRED TRAINING AND EXPERIENCE:
Graduation from high school or equivalent, and the completion of course work in fire prevention, inspection methods, and arson investigation techniques.
Supplemental Information
EXAMINATION PROCESS
  1. Written Exam The written exam will be given at 9:00 a.m., Friday, March 22, 2024, in the conference room in the Human Resources Office on the second floor of the Decatur Civic Center. The door will be open at 8:30 a.m. Personnel on duty that day may make arrangements for time off to take the exam. The written exam will constitute 60% of the final examination score. See source list at the end of this announcement.
  2. Oral Interview All candidates will participate in the oral interview process. The oral interview will constitute 20% of the final examination score, and will be conducted on Wednesday, January 31, 2024.
  3. Seniority Points Five points per year shall be awarded for each full year of service, to a maximum of twenty (20) years. A seniority list with all applicants shall be posted with the total number of seniority years and points. The applicants shall notify the Chief and Union President of any discrepancies. Seniority points will constitute 10% of the final examination score.
  4. Ascertained Merit To receive ascertained merit points, an applicant will need to submit a copy of all applicable documentation as shown in Exhibit E of the collective bargaining agreement to the Fire Chief not fewer than thirty (30) days before the written examination. As per the Fire Department Promotional Act, total points for Ascertained Merit shall not exceed 100. Ascertained Merit will constitute 10% of the final examination score.
  5. Veteran Points A person on the preliminary promotion list who is eligible for veteran's preference under any law or agreement applicable to an affected department may file a written application for that preference within 10 days after the initial posting of the preliminary promotion list. The veteran's preference shall be calculated as provided in 65 ILCS 5/10-1-16 and added to the applicant's total score on the preliminary promotion list. Any person who has received a promotion from a promotion list on which his or her position was adjusted for veteran's preference, under this Act or any other law, shall not be eligible for any subsequent veteran's preference under this Act.
  6. A minimum passing score of the total of all components shall be 70%.

PROBATIONARY PERIOD
Persons appointed to the rank of Fire Inspector will serve a probationary period of six months. If they do not successfully complete the probationary period, they may be removed by and with the consent of the Civil Service Commission to their previous rank.

SICK LEAVE: 20 hours per month granted, accumulative to 4,800 hours.
VACATION: 5 duty days after one year of service; 7 duty days after 7 years of service; 10 duty days after 14 years of service; and 11 duty days after 20 years of service.
PENSION: Excellent pension benefits. Fire Fighters contribute at the rate of 9.455% of base pay. They do not contribute to Social Security but do contribute to Medicare. Employee contributions are refundable if employment ends before retirement.
OTHER: The City offers Preferred Provider Option (PPO) health insurance coverage for employees and their dependents. Employees contribute to the cost for single coverage or family coverage through payroll deduction. The City provides group life insurance in the amount of $25,000 for each employee at no cost to the employee. Dependent coverage is available. Employees may purchase additional term life on a voluntary basis. Employees may contribute to a Flexible Spending Account for Medical and/or Dependent Case expenses. Employees may participate in a voluntary group dental insurance plan and a voluntary group vision plan. Deferred compensation is also available.
