Job description


The Madison Fire Department is hiring a Fire and EMS Program Analyst!

The Fire and EMS Program Analyst assists with program planning, program evaluation, and strategic coordination of Community Alternative Response Emergency Services (CARES) along with providing additional program evaluation and data analysis for other departmental programs and initiatives, as defined by Madison Fire Department (MFD) leadership.
The focus for this position is the CARES program, which connects individuals struggling with a mental health crisis to assessment and recovery services. This position assists in implementing best practice strategies rooted in public health, health equity, and emergency response in order to meet Public Health Madison Dane County (PHMDC) and MFD strategic priorities. This position will disseminate data analysis and program evaluation to program management, stakeholders, policy makers, and community members and provide consultation to all stakeholders in the CARES program. Responsibilities will include:
  • Development, evaluation, and sustainability of the CARES program;
  • Data collection and development, often with program partners and external evaluators;
  • Obtaining and protecting the confidentiality of sensitive project-related data;
  • Monitoring and ensuring compliance with HIPAA procedures and regulations to protect confidentiality;
  • Collaboration with the CARES core team, consisting of members from Madison Fire Department, Journey Mental Health, Dane County 911, and Dane County Human Services;
  • Assisting with multi-sector stakeholder meetings and CARES core team meetings;
  • Reviewing national deflection programs to incorporate best practices into project implementation;
  • Developing progress reports and updates to be presented to elected officials and the public; and
  • Collaborating on grant-related opportunities.
Initial placement in the Data Analyst 1 - 3 class series is determined for each employee based on their training and experience at time of hire. Starting pay is negotiable within the range and will be commensurate with the selected candidate's experience. This series is expected to progress from a Data Analyst 1 to Data Analyst 2, and from a Data Analyst 2 to a 3, as a function of the employee's career development.

Data Analyst 1 (CG18, R6), $64,889-$76,402:
This is the entry level of the Data Analyst career progression series. This work is characterized by more structured and/or closely reviewed professional assignments, necessitating application of data analytic theories and concepts. Work may include varied areas of data analytics (e.g., data action plans, automating reports, processing big data sets, data visualization, providing business analysis and building data collection and intelligence tools). However, employees will work under limited supervision, and are expected to exercise professional judgment and discretion within clearly defined parameters.
Data Analyst 2 (CG18, R8), $70,384-$83,522:
This is the objective level of the Data Analyst career progression series both within the Finance Department and at the agency level. Employees complete diverse data analytic assignments; prepare comprehensive reports and recommendations; present and defend findings; and exercise fully developed professional skills. Under general supervision, employees are expected to independently exercise professional judgment and discretion.
Data Analyst 3 (CG18, R10), $76,402-$91,821:
This is journey-level professional work in the development and implementation of assigned data analytic programs, functions and services. Work is characterized by considerable judgment, discretion and expertise in the preparation and presentation of complex analysis, and the administration of programs and services, as assigned. Under general supervision, employees work with a high degree of independence in meeting specified objectives.

Mobile Integrated Health, CARES program evaluation
  • Collect, analyze, evaluate, and disseminate data to discover and determine developing patterns, trends, and changes.
  • Utilize various source databases and software tools to analyze and interpret data related to patterns and health trends
  • Utilize analytics, Geographic Information Systems (GIS) and its extensions (geo-coding and density mapping) to produce maps that display trends and population growth.
  • Coordinate, interpret, and prepare data projects for the CARES program.
  • Develop and manage data standards and reporting tools.
  • Support data integration from other agencies and external partners.
  • Complete program progress reports and required reports.
  • Prepare reports to be submitted to Common Council, County Board, collaborators, and stakeholders.
  • Assist with data presentation for broad dissemination of program achievement and progress.
  • Attend required HIPAA Privacy and Security training regarding federal and state laws related to confidentiality requirements.
Mobile Integrated Health,CARES program support
  • Work with the program core team to transform systems at the City and County level to support CARES.
  • Serve as member of the program core team, responsible for the overall implementation and success of the project goals.
  • In consultation and collaboration with various stakeholders, including Public Health Madison Dane County (PHMDC) and contracted mental health crisis workers, develop a protocol for all portions of CARES program.
  • Assist with the creation of project protocols, manuals, and trainings to ensure the sustainability of programming with support from the core team.
  • Work with the core team to develop and implement a communication plan.
  • Resolve concerns relating to the program by bringing them to the attention of MFD leadership.
  • Maintain relationships and contacts with program partners.
  • Develop working relationships with project teams and advisory groups to foster rapport, troubleshoot, and problem solve.
  • Collaborate on grant-related opportunities.
  • Assist with program promotion, advertising, and outreach efforts.
  • Develop and update outreach materials to be used to promote the CARES program.
Other agency data analysis and program evaluation
  • Collect, analyze, evaluate, and disseminate fire and EMS service data to discover and determine developing patterns, trends, and opportunities for program expansion, collaboration, and modification.
  • Utilize various source databases and software tools to analyze and interpret data related to patterns and health trends, including demographic, housing, property, and geographic data.
  • Utilize analytics and Geographic Information Systems (GIS) and its extensions (geo-coding and density mapping) to produce maps that display trends and population growth.
  • Coordinate, interpret and prepare data for studies; report and provide recommendations for fire command staff, city officials, and other public agencies.
  • Develop and manage standards and systems for data collection, analysis, and presentation.
  • Support data integration from other agencies.
  • Perform predictive analysis in support of fire department operations that include fire prevention, suppression, emergency response, fire inspections and department management.
  • Provide regular training and resources for MFD leadership and field staff in order to operationalize data collection, analysis, presentation, and interpretation throughout the department.
  • Provide other technical services as required.

Perform related work as assigned.

  • Bachelor's Degree in business analytics, information/computer science, data science, mathematics, statistics, economics, information technology, business administration, public administration, public policy, public health, health science, epidemiology or a related field.
  • Six (6) months of coursework, internship or professional experience in data collection, data analysis, data presentation, statistics, research analysis, and program evaluation.
If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

Two (2) years of experience in applying the following:
  • Principles of data analysis, administration and management.
  • Computer software applicable to the duties of the position, including Microsoft products.
Familiarity with the following:

  • Effective community engagement strategies.
  • Core functions and essential services of public health.

Physical Requirements:
Work is primarily sedentary in nature and performed in an office environment, requiring the ability to sit or stand at a workstation for extended periods of time while performing work. Employees will be expected to use standard office equipment such as a telephone, computer, calculator, copier, and fax machine.
