Job Description
Summary:
Yorktown Systems Group is seeking a qualified Fire Control Specialist Modernization Training Developer to support the Fire Center of Excellence (FCoE), Directorate of Training and Doctrine (DOTD), Fort Sill, OK, for development of Programs of Instruction (POI) for Long Range Hypersonic Weapon (LRHW) and Mid-Range Capability Weapon (MRC) training for Field Artillery Officers (13A), Targeting Officers (131A), Fire Control Specialists (13J), and MLRS crewmembers (13M). Recent Doctrine Organization Training Material Leadership & Education Personnel and Facilities (DOTMLPF) changes introduced by the Army have necessitated a reorganization of training for several Military Occupational Specialists and created a need for revising or creating associated courseware.
Specific duties may include, but are not limited to:
  • Provide Progress, Status and Management Reports indicating work progress capturing key milestones accomplished, the status of the project and assigned tasks, action item status, program risk and risk assessment.
  • Develop course curriculum/POI for the identified Long Range Hypersonic Weapon (LRHW) and Mid-Range Capability (MRC) functional courses in accordance with the schedule of performance requirements statements for the program, and in accordance with guidance and agreements stipulated in the Post Award Conference (PAC).
  • Review, revise and develop course curricula for MOS 13J as appropriate to reflect current doctrine, equipment and Individual Training Standards supporting tactics, techniques, and procedures to be reflected in the courseware developed.
  • Ensure courseware, media, and supporting and supplemental student materials comply and are input in the Army TDC database.
  • Incorporate the results of Job Task and Learning Analysis conducted as part of the ADDIE process for all operator and maintainer lessons.
  • For delta training due to Engineering Change Proposals and equipment updates, incorporate in the operator and maintainer lessons any new tasks and associated lessons plans.
  • Curriculum development will include the following TDC compliant products with the Course Master:
    • Learning Analysis
    • Learning Objectives
    • Individual Total Task and Individual Critical Task List
    • Individual Task Analysis Report for each task
    • Test items and Test Item Analysis
    • Deliberate Risk Assessment Worksheet (DD Form 2977)
    • Course Management Plan (CMP)
    • Individual Student Assessment Plan (ISAP)
    • Lesson Plan (IAW FCOE FAD-CD attachable lesson plan SOP and TRADOC PAM 350-70-14)
    • Methods and Media
    • Supplemental Student Material (as required)
    • Assessments (Formative and Summative)
  • All course curriculum shall be in compliance with TRADOC REG 350-70 and associated pamphlets.
  • No copyrighted material or non-authoritative websites such as Wikipedia and commercial sites shall be used as references during this effort.
  • Copyrighted art/photographs shall not be used.

Job Requirements
Required Qualifications:
  • Must be a US Citizen.
  • Must possess recent (within the past five years) experience in field artillery operations and weapons, target acquisition sensors, operations, and employment to support development of the associated courseware.
  • Recent experience (within the past five years) associated with Army Field Artillery or appropriate Navy Career Fields associated with Tomahawk and AEGIS weapons control systems as they relate to Theater Fires Command/Element, Multi-Domain Task Force, Long Range Fires Battalions, MRC, LRHW and Battlefield Coordination Detachments.
  • Must be a graduate or achieve compliance prior to contract award/start date of the TRADOC Common Faculty Development - Developer's Course, TRADOC Common Faculty Development - Instructors Course, and the TDC User Training Course.
  • Must possess a bachelor's degree.
  • Be familiar and knowledgeable with the current Task Organization (TO) and Table of Equipment (TE) of the Army Long Range Fires Battalion, Long Range Hypersonic Weapon Battery and Mid-Range Capability Battery and associated doctrine, recent and planned fielded equipment and the employment of the equipment. This equipment includes:
    • Advanced Field Artillery Tactical Data System (AFATDS)
    • Advanced Electronic Guided Interceptor System (AEGIS) Fire Control system
    • Tactical Tomahawk Weapons Control System (TTWCS)
    • Link-16
  • Possess the skills and knowledge of Field Artillery Weapon Systems and computer-based training simulations and simulators and perform all tasks in this Performance Work Statement.
