Job description

The purpose of this job is to direct administrative functions of planning, organizing, directing, coordinating, and controlling operations of a full-service fire and emergency services organization and personnel.

Essential Duties and Responsibilities - The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description
  • Collaborates with elected and appointed leaders to develop strategic vision for the department; plans, organizes, and directs the budget and capital plans, operations, policy, and activities of the department.

  • Supervises, manages, and evaluates assigned employees and makes decisions about hiring, discipline and/or termination of employees; prioritizes and assigns work; develops and oversees employee work schedules and approves time away from work; provides and/or facilitates employee training and development; addresses employee concerns and/or problems; counsels and/or disciplines as appropriate; completes employee performance appraisals; determines or makes recommendations regarding new hire salaries and salary changes; and acts as liaison between employees and management.

  • Engages in departmental planning in collaboration with internal and external stakeholders.

  • Evaluates existing policies and practices to identify opportunities for improvement.

  • Interacts with personnel to engage the workforce and enhance ownership in problem solving.

  • Directs the preparation, review, and administration of department budget.

  • Manages labor relations related to Fire Administration and Union interactions.

  • Attends meetings for City Council and other meeting bodies as assigned. Prepares required documentation and conducts presentations.

  • Regular attendance is a necessary and essential function.

  • Performs other duties as assigned.

Supervisory Responsibilities
  • Work requires managing and monitoring work performance of entire department including making decisions on hiring, firing, disciplinary actions, evaluating program/work objectives and effectiveness, conducting performance evaluations, and realigning work and staffing assignments, as needed.

Fiscal Responsibility
  • Position has major fiscal responsibility.

  • Is responsible for department-wide financial decisions. Assures that appropriate linkages exist between budget requests and departmental goals and objectives. Monitors budget plan and adjusts as necessary.

Education and Experience - An equivalent combination of education, training and experience will be considered
Required Education and Experience
  • Bachelor’s Degree in Fire Service Management, Public Administration, or related field.

  • 9+ years’ experience in fire operations with progressively increasing levels of supervision.

Required Licenses or Certifications
  • Valid driver’s license.

  • Emergency Medical Technician – Basic.

  • Executive Fire Officer certification preferred.

  • Chief Fire Officer designation preferred.

Hours/Days
General office hours are Monday – Friday from 8 a.m. – 5 p.m. Required to attend evening and weekend meetings as needed.

Starting Salary
Salary range: $122,482 - $188,622. Well qualified candidates can expect to be hired at or above the mid-range of $155,552.

The City of Columbia, Missouri is seeking a skilled and visionary Fire Chief who has a genuine passion for serving others and protecting the community. The ideal candidate is an effective communicator with strong interpersonal skills. They should have strong knowledge and experience in fire suppression, first responder practices and techniques, fire and emergency response equipment operation and maintenance, fire codes as well as building and industry regulations.

The Columbia Fire Department (CFD) is an Internationally Accredited agency and maintains an Insurance Services Office (ISO) Class 2/2X rating. CFD is a diverse organization of 182 dedicated staff members operating from ten fire stations located throughout the City, with one additional fire station underway. These highly trained, well equipped professionals respond to all fire, emergency medical, hazardous materials, and technical rescue incidents in the City. Members also provide public education, fire inspection, fire investigation, and building plan review services.

CFD maintains its own Fire Training Center where basic Firefighter, basic Emergency Medical Technician and other advanced certification and licensure courses are provided to members. The department also maintains regional response assets providing assistance with hazardous materials, hazardous device(s) and technical rescue incidents throughout the thirteen-county central Missouri region.
