Job description

The Alaka`ina Foundation Family of Companies (FOCs) has a potential need for a Financial Systems Analystsupport our Navy customer in the areas of Life Cycle Logistics & Readiness Division; Machinery Research & Silencing Division; and the Materials, Structures, Environmental & Protection Division located in Philadelphia, PA.
DESCRIPTION OF RESPONSIBILITIES:

  • Support time keeping data entry, reports management, time audits, leave and Overtime (OT) request forms, Prior Pay Adjustment forms, and the resolution and management of Payroll Services.
  • Track utilization of Government labor Network Activity (NWA) numbers and Cost Reimbursable funding.
  • Transfer government employee created timesheets into the Navy Employee Resource Planning (ERP) tool allowing for accurate and timely records.
  • Ensure time records are entered into ERP in accordance with timekeeping policies and within the weekly due dates provided by the Government.
  • Provide data entry, review and routing oversight for Government personnel travel systems. Travel systems to include, but not limited to, Defense Travel System (DTS).
  • Track financial expenditures and develop and manage a database of financial documents.
  • Provide specialized financial metrics reports in order to track expenditures, provide data reconciliation analysis, and remedy cost overruns and labor rejects
  • Prepare customized financial reports for site managers utilizing Enterprise Resource Planning (ERP), and/or data obtained from ERP, and perform cost analysis to track productive and overhead spending, as well as forecast future trends
  • Provide assistance with the development and tracking of Plan of Action and Milestones (POAMs) for Department 30 programs and projects, including strategic planning and analysis of requirements to assist in developing an Integrated Master Schedule (IMS) relevant to Life Cycle Logistics programs; Machinery Research & Silencing programs and systems; and Materials, Structures, Environmental & Protection programs and systems.
  • Coordinate and support progress meetings. Tasking includes tracking project financial data, financial metrics, action items, installation status, and delays.
  • Provide assistance with the improvement of processes, policies, and technical plans in support of programs, as well as strategic planning efforts. Tasking includes developing Risk Management Plans; requirements management tools; Test and Integration Plans; hardware testing; Configuration Management Plans; and material planning for major programs.
  • Review programmatic and technical updates being made to internal and external senior leadership, and review and edit as needed status inputs from supporting In-Service Engineering Agents (ISEAs) for final report submittal.
  • Collect and format Task Planning Sheet (TPS) submissions for future year funding request to the following platform managers: Carriers, SEA21, Submarines, Surface Fleet, Combatants Acquisition, Cross Platforms and PEO Ships.
  • Provide logistical and administrative support for command and department level data calls supporting key metrics.
  • Other duties as assigned.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:
  • Bachelor's degree in business, finance, or accounting from an accredited college or university.

REQUIRED SKILLS AND EXPERIENCE:
  • Three (3) years of experience in a related field.
  • Three (3) years of experience should involve business and technical processes, metrics, data collection, database structures, financial management, financial reports, tracking schedule, and cost performance using tools, and databases.

DESIRED SKILLS AND EXPERIENCE:
  • Working knowledge of the Naval Sea System Command, Naval Surface Warfare Center, and Fleet organizations is desired.

REQUIRED CITIZENSHIP AND CLEARANCE:
  • Must be a U.S. Citizen-Dual Citizenship is not Authorized.
  • Must have a Minimum of Interim Secret clearance and able to obtain Active within 12 months of start.
  • Must be willing to sign a Non-Disclosure Agreement (NDA)
