Job Duties

Most positions offer the flexibility of a hybrid work schedule that combines working from home with regular in-office and/or field work. In-person work requirements may change for training, meetings, and other operational needs. For this position there is a weekly requirement of 24 in-office hours and this requirement can be fulfilled between 7:00 AM and 6:00 PM Monday – Friday.

What We Need YOU To Do:

The Ohio Environmental Protection Agency wants you to be our newest Financial Program Manager in the Division of Surface Water (DSW), working at our Central Office in Franklin County.

Here’s the 35,000-foot view.

As an Ohio EPA Financial Program Manager, you will be authorize and approve accounts payable activity, as well as accounts receivable and purchasing. You will assist with preparing and administering the biennium budget, including spending and revenue forecasting and trend analysis for multi-funded projects within DSW. You’ll administer grants, including creating grant applications and amendments and monitoring work plan implementation. You’ll be a liaison to the USEPA Project Officer and division grant managers, helping to create and maintain a grant filing system and coordinate the close-out process within the division.

You’ll be a pivotal part of day-to-day operations, communicating with internal and external stakeholders, such as division grant mangers, central finance office staff, and USEPA grant officials while developing proposals and applications and making sure deadlines are understood and met. Most importantly, you’ll be a part of team Ohio EPA, helping to protect the environment for countless future Ohioans.

This position would also temporarily be assigned to a cubicle workspace as we look to identify an office.

Qualifications
  • Completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in financial administration.
  • OR completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.
  • OR 54 mos. exp. or 54 mos. trg. financial administration.
  • OR equivalent of Minimum Class Qualifications for Employment noted above.

NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.


Knowledge of public or business administration, accounting &/or finance; applicable state &/or federal laws, rules, procedures & standards governing fiscal operations*; ERP systems* (e.g., OAKS FIN) &/or federal accounting system*. Skill in use of calculator, electronic devices (e.g., computer, tablet, cell phone) & applicable software applications (e.g., spreadsheets, databases, word processing), OAKS BI reporting*. Ability to deal with large number of fiscal &/or budgetary variables & determine specific course of action; define problems, collect & analyze data, establish facts & draw valid conclusions; prepare &/or edit financial reports, records, &/or correspondence; gather, collate & classify information about data, people or things; concentrate with attention to detail; deal with many variables & determine specific action; respond to confidential & sensitive inquiries from employees, public & government officials.
