Financial Eligibility Specialist

The mission of the Aging and Disability Resource Center (ADRC) of Milwaukee County is to enhance the quality of life for all individuals with physical, sensory, and intellectual disabilities and their support networks living in Milwaukee County by addressing their needs and providing Individualized opportunities for persons to participate in the community with dignity and respect, while acknowledging their cultural differences and values.
Job Summary: The Financial Eligibility Specialist is responsible for helping ADRC customers complete Medicaid/T-19 applications when Financial Eligibility is needed for Long-Term Care enrollments. This position also processes enrollments and disenrollment's after they are finalized by Options Counselors, including transferring functional screens, and entering enrollment data into Forward Health. This position exists to meet contractual requirements with the State of Wisconsin and to provide the necessary level of assistance to each individual customer to support health equity in our service delivery.
Job Responsibilities:
  • Work with customers and their legal decision-makers to complete Medicaid/T-19 applications. Providing the level of assistance necessary for person-centered services when collecting verifications. This can include helping customer contact their bank or life insurance policy holder to request documents and pick up verifications from customers' homes. Accurately responds to questions from customers about their Financial Eligibility for full-benefit Medicaid programs, including questions about the application process, cost share, patient liability, how their income/assets affect eligibility, and the specific verifications needed for an application. Requires a comprehensive knowledge of various types of Medicaid, including Community Waivers, Institutional, and MAPP (Medicaid Purchase Plan).
  • Monitor cases in CARES (WI DHS Income Maintenance system) to facilitate prompt follow-up with customers when Medicaid eligibility is pending additional verifications. Contact customers to explain what is needed and work with them to procure the verifications by the due date established by Income Maintenance.
  • Enter Medicaid enrollments and disenrollment's in Forward Health (FH). Track pending community waivers eligibility after enrollment is submitted to Income Maintenance to ensure timely FH enrollments for Group B and B+ customers. Transfer Long-Term Care Functional Screens to chosen MCO/ICA. Enter enrollment information in ADRC case management system. Send enrollment/disenrollment packets to MCOs and upload packets to case management system. Fax MFP (Money Follows the Person) forms to State DHS when included in enrollment packets.
  • Accurately and thoroughly document each interaction with customers in the case management system with case notes that must meet state and local standards. Complete state-required encounter reports for every direct contact with customers and collateral contacts. Maintain 100%-time reports in 15-minute increments to receive financial reimbursements from the state. Maintain confidentiality and update customer records as needed with current demographics.
  • Interpret Medicaid eligibility policies and procedures. Apply Medicaid logic to accurately process applications.
  • Utilize the Medicaid Eligibility Handbook to determine if policy is being applied accurately after Income Maintenance has determined eligibility.
  • Performs other duties as assigned.

Minimum Qualifications:
  • Current resident of the state of Wisconsin
  • Current Wisconsin Driver's License and access to a reliable insured vehicle; both maintained throughout employment
  • Ability and willing to travel 5% within the community
  • Associate degree in business, Liberal Arts, Accounting or related field required
  • One (1) or more years of experience working in Human Services and/or Financial Services is required
  • Intermediate knowledge of Microsoft Office software (Teams, Word, and Excel)

Preferred Qualifications:
  • Intermediate knowledge of Adobe Pro and it's functionality
  • Intermediate knowledge of DocuSign
  • Intermediate knowledge of CARES, Forward Health, Case management system

Additional Knowledge, Skills, and Abilities: Skilled in the operation of computers and general office equipment. Gathers and explains information to consumers, assisting with a variety of government forms with the ability to read, write and comprehend simple instructions and reports. Exchanging information with clients, internal and external contacts. Organizing and prioritizing day to day workloads, following instructions and completing tasks as required in a timely manner. The ability to climb stairs, drive and or walk to different locations, working effectively and communicates with all departments, consumers, families, community agencies, organizations, and the public. Knowledge of publicly funded long-term care programs.
