The Department of Natural Resources is looking for a Financial Business Transformation Lead to lead and oversee OFBE's efforts to optimize Financial Business operations focused initially on financial readiness for implementation of One Washington's new statewide financial system. You will lead and oversee activities to implement new processes, policies, and procedures and orchestrate project plan activities to fulfill One WA deliverables. This position provides an invaluable opportunity for an individual with Management Analyst and financial experience to improve DNR's overall Financial Business operations and increase the financial competencies of both agency management and staff. After full implementation of One WA, you will continue to lead efforts to improve Financial Business operations, leading cross-agency teams, to develop, implement, and evaluate improvement initiatives.
Duties
Responsibilities:
This position reports directly to the Chief Financial Officer who leads the Office of Finance, Budget, and Economics (OFBE) comprised of these three teams that provide agency-level accounting, budget, and economic services. DNR's 2023-25 $940 million annual operating budget and $337 million capital budget are comprised of five (5) trust management funds, twenty-five (25) dedicated funds, and other state, federal, and private funds.
With the CFO's support, this position is responsible for leading OFBE's efforts to optimize financial-business performance across the agency, including division and region levels. This includes cross-agency collaboration with Financial Business managers to optimize and standardize policies, processes, tools, governance structure, supporting IT architecture, work integration, training curriculum, and communication mediums that will continually improve DNR's Financial Business operations.
This position will also serve as the OFBE lead and expert for all project phases of the implementation of OFM's new statewide financial system, known as Workday, collaboratively working with finance business staff at all organizational levels and the One WA Support Team (AST) to transform the agency's core Financial Business processes and procedures to ensure successful implementation of Workday.
In the role of Financial Business Process Lead, position will accomplish the following:
  • Lead Financial Business subject matter expert (SME) teams that design and implement new financial policies, processes, and procedures that will enable the effective and efficient implementation of all phases of Workday.
  • Use knowledge and experience of current statewide Financial Business requirements and associated processes, then leverage that knowledge and technical expertise to leverage Workday's functionality for DNR's program business requirements.
  • Identify and mitigate or resolve constraints, implications, and consequences of required process and system changes.
  • Obtain an understanding of the relationships and dependencies of DNR's business systems and processes to include knowledge of system remediation, interface, and conversion activities planned and underway.
  • Research, perform analysis, and identify issues along with developing recommendations on how to best solve business problems and support business needs to include options, risks, and impact to Workday's successful implementation.

Qualifications
Required Qualifications:
  • Eight (8) or more years of professional experience in accounting or accounting-related fields such as budgeting, economics, auditing, or business administration, AND a minimum of 18 quarter or 12 semester college-level credit hours in accounting or an accounting-related field.
    OR a bachelor's degree or higher in accounting or an accounting-related field, AND Four (4) or more years performing professional-level accounting functions and supervising professional-level accounting staff.
  • Experience and knowledge:
    • Conducting research.
    • Analyzing policies, laws, rules, or regulations.
    • Conducting business analysis and developing requirements.
    • Leading business projects.
    • Managing business operations.
    • Developing business policies and procedures.
    • Supervising work.
  • Knowledge of principles of management, finance, business, Generally Accepted Accounting Principles (GAAP), and working knowledge of the state's Agency Financial Reporting System (AFRS), Enterprise Reporting system, the Ad-Hoc Tool, and the AFRS Financial Toolbox.
  • Experience and ability to:
    • Create work plans, proposals, briefings, and training.
    • Use schedules, timelines, and other graphics to report status and stay on track.
    • Break down, sort, and synthesize information, identify trends and key themes, develop conclusions and display through charts and graphics, and finally develop appropriate action steps and recommendations.
    • Improve and streamline work processes beyond the specific assignment, focusing on outcomes.
    • Create, establish, monitor, and measure work plans, and work with others to enhance and enable work plan implementation.
    • Organize multiple assignments, and produce work products that are accurate, thorough, and on-time.
  • Possesses excellent communication skills and the ability to communicate complex fiscal issues orally and in writing to a variety of audiences.
  • Expert skill level/proficiency with Microsoft Excel and intermediate skill level/proficiency with Word and PowerPoint.
  • Intermediate skill level/proficiency with design, build, and administration of project libraries, lists, and toolkit platforms such as Microsoft SharePoint.

  • Special Requirements and Conditions of Employment:
    • Duty Station is at the Natural Resources Building in Olympia. The work setting is an office
      environment. This position may participate in the elective telework program with the agency, as approved.
    • Travel is minimal but could include visits to DNR facilities (region offices, work centers, etc.) to meet with agency colleagues.
    Desired Qualifications:
    • A bachelor's degree with 18 quarter or 12 semester college-level credit hours in accounting or accounting-related field; AND a minimum of five years experience in state government financial management or accounting department, including managing financial or accounting staff and operations.
    • Knowledge of and experience with DNR's organizational structure, financial systems, chart of accounts, and programmatic structure.
    • Knowledge of DNR's financial systems, such as FES, NaturE, and DNR Financial Reports Portal.
