Job description

***TEMPORARY POSITION*** Limited duration for up to six weeks based on work needs of the department. Position is not eligible for benefits, will accrue paid sick leave in accordance with Washington Paid Sick Leave at one hour per forty hours worked.

This position gathers, analyzes, interprets, forecasts, and maintains financial data for the department. The focus is on financial planning, revenue projections, capital programming, budget monitoring, long-range financial forecasts, and cost recovery analyses.

The work performed by this class requires incumbents to apply professional knowledge and expertise as well as established guidelines and alternatives to determine facts, analyze problems and make decisions without immediate supervisory review; incumbents may respond to sensitive and complicated inquiries or problems related to departmental programs or policies.

Other duties may be assigned as needed.
  1. Develops systems within the framework of the city's existing financial structure which promote efficient and accurate measurement.
  2. Assists in the formulation of the preliminary documents; prepares budget requests and forecast operating expenses and revenues; compiles budgets for multiple functional areas; researches and analyzes data; assists in resolution of budget issues and requests for information; provides assistance to functional areas; performs management-level analysis of complex financial and budgetary issues.
  3. Performs revenue, expenditure and cash flow analysis and forecasting. Prepares tracking and monitoring reports as required.
  4. Coordinates grant application and administration processes including grant reimbursement submittals. Performs grant revenue and cash flow forecasting. Prepares grant tracking and monitoring reports as required.
  5. Creates, updates, reviews and monitors various projects and project costs/revenues based on transfers, allocation and funding source; conducts analysis and project cost reviews.
  6. Coordinates functional area fixed asset control and reporting.
  7. Prepares information relating to annual financial statements, such as construction work in progress and contracts outstanding.
  8. Assists with the preparation of information for short-term and/or long-term financing.
  9. Monitors financial internal controls and policies for the department. Position may assist with the development of the functional area internal controls and policies.
  10. Reviews functional area invoices, oversees preparation of payment requisitions and timesheets, and reconciles budgeted to actual expenditures.
  11. May supervise employees, including assigning tasks, reviewing employees' work processes and products, counseling employees, giving performance evaluations, and recommending disciplinary action.
  12. Performs special projects as needed.
When assigned to Public Works Department:
  1. Coordinates with the Finance and Executive Departments on matters related to investment management, utility billing, reimbursements, contract payments, and purchase requisitions.
  2. Reviews functional area invoices, oversees preparation of payment requisitions and timesheets, and reconciles budgeted to actual expenditures.
  3. Assists in developing and managing the financial aspects of capital projects.
  4. Coordinates and/or assists with utility rate and general facility charge studies and analysis.

A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

Experience:

  • Three years progressively responsible experience in budget management, accounting, or financial analysis.
  • Supervisor or lead worker experience preferred.

When assigned to Public Works

  • Experience working in a utility district or municipal financial management setting preferred.

Education and Training:

  • Bachelor's degree in accounting, finance, business administration, public administration, or related field.

Licenses or Certificates:

  • Must be bondable.
  • Must possess, or have the ability to possess within one month of hire date, a Washington State Driver's License.

This position works in an office, and the noise level in the work environment is usually low to moderate.
