We are currently seeking a Finance Business Analyst to join our team in Little Rock, Arkansas (US-AR), United States (US).

The Finance Business Analyst (BA) will be a valued member of the IT PMO. They will work as part of a larger team providing Program/Project Management Office (PMO) services – including project management, business process analysis and improvement, business system analysis, and organizational change management – for the DHS Enterprise. The BA will work closely with the DHS CFO and Agency Directors.


Job Responsibilities Include:
The Finance Business Analyst (BA) will be a valued member of the IT PMO. They will work as part of a larger team providing Program/Project Management Office (PMO) services – including project management, business process analysis and improvement, business system analysis, and organizational change management – for the DHS Enterprise. The BA will work closely with the DHS CFO and Agency Directors. She/He will actively participate in the delivery of tasks/activities and associated deliverables, providing support for the team while developing the skills necessary to advance along the business and IT consulting career path. In collaboration with other NTT DATA Government Consulting and Advisory (GCA) consultants, the selected candidate will work as part of the project team to support the DHS CFO and other “C-Suite’ executives in the analysis, planning, design, implementation, and evaluation of key projects to help achieve organizational goals. 

Other responsibilities of this position include: 
•    Builds relationships with clients to ensure service levels are being met.
•    Interact with state clients acting as a key liaison between business and other project stakeholders.
•    Collaborate with team members to understand organizational and operational challenges.
•    Collaborate with cross-functional teams to analyze, design, and implement solutions that are strategically and operationally impactful.
•    Facilitate discussions amongst multiple business and/or technical stakeholders to ensure a shared understanding.
•    Analyzes business and user needs, documenting requirements with minimal guidance.
•    Document business rules / functional requirements to support system enhancements.
•    Provide project support to Project Manager, Project Team and Management. 
•    Effectively communicate (verbal and written) with management, state clients and peers. 
•    Assist with the creation of presentations and other materials.
•    Facilitate meetings and provide follow-up documentation/support.
•    Attend project and status meetings.
•    Coordinate small project management jobs

Required Qualifications:
•    Minimum 6 years work experience in government financial and accounting management
•    Minimum 6 years work experience in state and federal reporting 
•    Minimum 6 years work experience of agency annual and capital budgets
•    Minimum 6 years work experience in a supervisory/managerial role

*    Up to 50% onsite (Little Rock AR) required 
  
Preferred Skills:
•    Experience working with state accounting software 
•    Experience in tracking and reporting on federal grants 
•    Experience in audit procedures
•    Minimum 5 years working in different state agencies and different programs

Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $80,000-$125,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate’s actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and/or company performance.
