Job Description
The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Finance and Treasury Accountant. This is a renewable, full-time, non-tenured, administrative position and reports to the NSHE Accounting Manager. The position will be inReno, Nevada.
The NSHE is comprised of eight institutions: two universities, a state college, four community colleges and a research institute. The public system of higher education in Nevada continues to experience growth with significant opportunities in serving over 105,000 students and 15,000 employees.
The Accountant position is primarily responsible for the day-to-day operations of the NSHE's pooled operating funds, pooled endowment fund operations, the daily activities related to the centralized treasury and cash management function, and activities related to the System's debt management and compliance.
SALARY GRADE: Grade C (starting salary range approximately $65,000.00 to $75,000.00; depending on experience). A benefits package that includes medical, dental, vision, life, and retirement.
APPROXIMATE STARTING DATE: August 1, 2024
MINIMUM QUALIFICATIONS: The successful candidate must have an earned Bachelor's degree in Accounting or closely related field from an accredited institution and three (3) years professional accounting work and/or progressive experience directly applicable to the position is required.
KNOWLEDGE, SKILLS, AND ABILITIES: Successful candidates must possess the following knowledge, skills and abilities. It is recommended that applicants for this position address each of the following items in the letter of application:
  • Strong Accounting background.
  • Audit background or experience is helpful.
  • Strong working knowledge of GAAP and ability to apply to GL transactions.
  • Working knowledge of government and fund accounting desirable.
  • Ability to accurately create and record various journal vouchers, schedules, and accounting transactions.
  • Ability to perform GL and ERP reconciliations to determine accurate account balances.
  • Ability to analyze and interpret financial transactions and maintain accurate records.
  • Strong ability to use Workday or other Enterprise Resource Planning (ERP) Accounting system.
  • Proficient use of various computer applications, databases, and MS Suite (Word, Excel, etc.).
  • Ability to prioritize and complete multiple tasks efficiently and timely while strictly adhering to deadlines.
  • Ability to perform tasks with a high degree of accuracy.
  • Ability to work independently under minimal supervision demonstrating effective critical thinking, problem solving, decision-making, and judgment.
  • Ability to interact effectively with internal and external constituencies and work collaboratively as a team member.
  • Strong ability to use Excel to perform data analysis and create reports.
  • Strong ability to use Workday or other ERP to extract reports and information.
  • Excellent communication skills; both verbal and written.
  • Strong organizational skills, and strong attention to detail.

RESPONSIBILITIES: The duties of this position will include, but not be limited to, the following areas of responsibility:
  • Perform monthly entry of custodial account statements for balancing the NSHE Endowment Pool (approx. $320 Million), input into endowment database, and calculate quarterly spending/management fees for distribution.
  • Process reimbursements of System held Endowment account scholarships. Track award balances.
  • Process and track endowment gift additions from institutions.
  • Calculate and reconcile various income, distributions, capital calls, and fees.
  • Access manager portals for documents and maintain endowment records.
  • Retrieve and maintain investment records, statements, and transactions for the NSHE Operating Pool.
  • Perform monthly data entry of investment manager statements, allocations related to the NSHE's Operating Pool, (approx. $850M), gain/ (loss) calculations, fee and income allocation calculations and reconciliations.
  • Calculate end of month adjusted average daily cash balance and investment income.
  • Prepare various reports, schedules and reconcile the Op Pool reserve to the GL and Workday.
  • Perform daily cash management functions including reconciling NSHE's daily cash position to daily bank report and preparing related journals.
  • Maintain cash flow records of balances and transactions, provide monthly cash flow to campuses.
  • Process invoices related to finance functions.
  • Reconcile and balance the banking and investments reimbursable account.
  • Preparation and entry of accounting transactions into ERP.
  • Perform GL reconciliations, research/correction of financial transactions, and extraction of reports.
  • Perform tracking, reconciling and maintenance of records for NSHE's bonds and other indebtedness at the system level.
  • Verify biannual debt service invoices, prepare schedule of campus debt obligation, process debt service payments and debt related fees.
  • Prepare closing cost summaries for new debt issuances.
  • Process debt paying agent and custody account invoices, maintain schedule, process recharges.
  • Process drawdown reimbursement requests from the custodian of campus project cash.
  • Prepare and enter various ad hoc bank transactions and journals into WorkDay.
  • Perform a variety of analysis and reporting related to the NSHE banking and investments.
  • Assist with annual audit PBCs, gathering documents, and preparing schedules for external auditors.
  • Perform administration duties for web-based applications, such as Fundriver and Touchnet.
  • Communicate with fund managers, institution staff and/or vendors to request information or clarification of issues.
