We have an opening for the position of Field Engineering Inspector I/II in our Utilities Department/Wastewater Division. Under general supervision (Field Engineering Inspector I), or direction (Field Engineering Inspector II), inspects construction of all types of public works projects (both public and private funded improvements), including, but not limited to, grading, street improvements, storm drains, underground utility systems and irrigation systems.
DISTINGUISHING CHARACTERISTICS
Field Engineering Inspector I - This is the entry level class in the Field Engineering Inspector series. Positions in the class perform more routine inspections as incumbents develop inspection techniques, procedures, and record keeping practices. This level is not expected to function with the same amount of work knowledge, skill level, or discretion and judgment as positions allocated to the Field Engineering Inspector II level. Incumbents work under immediate supervision while learning work methods, progressing to general supervision as job duties and responsibilities are learned and satisfactorily demonstrated. Incumbents initially appointed to Field Engineering Inspector I level may progress to Field Engineering Inspector II after successfully completing one year (12 months) as a Field Engineering Inspector I with the City of Escondido, and achieving the qualifications and division requirements established for progression.
Field Engineering Inspector II - This is the journey level class in the Field Engineering Inspector series. Incumbents at this level must demonstrate the ability to independently perform advanced Field Engineering inspections. Positions in this class series are flexibly staffed and the Field Engineering Inspector II level is normally filled by advancement from the Field Engineering Inspector I level. One year of experience comparable to a Field Engineering Inspector I with the City of Escondido is required, or three years of experience performing inspections of major municipal public works projects.
Key Responsibilities
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Reviews plans, specifications and sites for construction projects.
Inspects the construction of surface street improvements (i.e., paving, curb and gutter, sidewalk, etc.), bridges, storm drains and boxes, underground utility systems including lift stations, reservoirs, pressure stations, force mains, parks, grading and private street systems, street lights and traffic signals.
Inspects pipe laying for alignment, grade, jointing, fittings and materials.
Inspects subgrade and base grade for compaction, alignment, grades and materials.
Reviews detour plans, haul routes and erosion control plans.
Inspects grading, fine grading and irrigation systems.
Inspect, monitor and investigate activities related to compliance with the National Pollutant Discharge Elimination System (NPDES) and the City of Escondido Stormwater Program, and ensure compliance with regulations relative to stormwater runoff from construction sites.
Enforces ordinances pertaining to permits, dust control, erosion control, grading and public improvements.
Maintains logs, records, record drawing (as-builts).
Prepares and checks progress payments, reduction and releases of securities, Notices of Completion and minor engineering reports.
Checks required State and Federal records pertaining to wages and minority goals.
Keeps miscellaneous records and prepares reports as needed.
Reviews and makes recommendations to the Construction Projects Manager/Field Engineering Supervisor and others for the solution of special construction issues and site conditions.
Schedules and makes arrangements for construction survey, soil and material testing, and other services or materials; conducts a variety of tests on new facilities.
Schedules and coordinates shutdowns of City facilities affected by connections of new facilities; ensures all facets of shutdown and connections comply with City Standards and Specifications and approved plans.
Coordinates construction and inspection services in cooperation with contractors and other agencies; communicates and confers with representatives of utility companies, contractors, public agencies and the general public; answers citizen complaints and requests for information.
Performs related duties as required.
Provides vacation and temporary relief as necessary.
QUALIFICATIONS
Knowledge of:
Construction methods, material practices, specifications and equipment.
Basic survey practices.
Field engineering practices and basic design standards for construction projects.
Relevant local ordinances, regulations and standards.
Safe working practices and regulations pertaining to work.
Methods and techniques of material testing.
Office procedures, methods and equipment including computers and applicable software applications; digital camera for record management.
Principles of business letter writing and basic report preparation.
Principles and practices of customer service.
Ability to:
Inspect routine and difficult projects for compliance with plans and specifications.
Accurately read and interpret engineering plans and specifications.
Keep accurate records and prepare reports.
Make accurate mathematical calculations including volumes and material quantities as well as grade control.
Operate and use modern office equipment.
Work independently and efficiently to meet project requirements and carry out assignments.
Work safely insuring public safety in emergency situations.
Demonstrate an awareness of the cultural diversity of the community, observing the principles and practices of customer service.
Establish and maintain effective and cooperative working relationships with coworkers, engineers, developers, contractors, agency officials, and others contacted in the course of work.
Deal tactfully, sensitively and effectively with all members of the public, often in stressful situations.
Exercise independent judgment within standards and specifications.
Perform moderate physical labor in connection with making inspections of improvements, insuring public safety, and emergency situations.
Understand and follow written and oral instructions.
Communicate clearly and concisely, both orally and in writing.
Minimum Requirements
Field Engineering Inspector I
Education/Training:
Equivalent to completion of the twelfth grade, supplemented by college courses in math, science, engineering, or construction technology.
Experience:
Two years (full-time equivalent) of public works construction experience in a municipality or subprofessional engineering experience. Experience in engineering construction methods and materials used is highly desirable.
License or Certificate:
Must possess a valid Class C California driver's license at time of application. Subject to 24-hour emergency callback and may require working overtime, varying day and night hours, weekends and holidays.
Field Engineering Inspector II
Education/Training:
Education equivalent to completion of two years of college in an engineering curriculum or engineering technological curriculum in a trade school.
Experience:
One year (full-time equivalent) of experience as a Field Engineering Inspector I with the City of Escondido, or three years of responsible experience performing inspections of major public works projects. Additional qualifying experience in the construction inspection field may be substituted for the education requirement on a year-for-year basis. Experience in engineering construction methods and materials used is highly desirable.
License or Certificate:
Must possess a valid Class C California driver's license at time of application. Subject to 24-hour emergency callback and may require working overtime, varying day and night hours, weekends and holidays.

SELECTION PROCEDURE
Applications will be screened and the most qualified candidates will be invited to appear for testing. All positions require the ability to read, write and speak English. Types of tests may include written and/or oral examination, physical agility, practical exam or other appropriate job-related selection process. When testing is completed, candidates will be ranked on an eligibility list in the order of their test score. Selection for appointments is made from names certified on the eligibility list.
All appointments are subject to the successful completion of background investigation including LIVESCAN fingerprinting, and will be required to submit verification of the legal right to work in the United States. Qualification by a medical examination will be required at the time of appointment. After appointment, classified employees must satisfactorily complete a probationary period to be eligible for regular status. In accordance with the Immigration Reform and Control Act of 1986, all new employees must produce proof of eligibility to work in the United States within the first three days of their employment. The City of Escondido participates in E-Verify®.
The Loyalty Oath will be administered to all new employees on their first day of hire. New employees hired into positions that require a driver's license must provide proof of a valid California Driver's License of the appropriate class level on their first day of employment.
