GENERAL DESCRIPTION:
The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, is seeking an Accounting Analyst in our Grants and Loans section. The Accounting Analyst (Community Loan Officer) is a member of a team of professionals serving the public through the Office of State Lands and Investments (OSLI) under the Grants and Loan Division. The Officer is the main contact for the State Revolving Fund loan programs (SRF) and is responsible for assisting with the administration of the federal-based program. The Officer is responsible for ensuring all loan applicants and projects comply with federal requirements of the SRF program. The Officer provides assistance to communities applying for SRF funding while working with federal and state agencies through the process. The Officer performs a variety of duties to complete the accounting and legal document processes required within the SRF program, which will ultimately be reported to the Environmental Protection Agency.
This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community home to over 60,000 residents. Cheyenne is near four-season outdoor recreation areas, including the Snowy Range and the Medicine Bow National Forest, and home to world-class rock climbing at Vedauwoo. Also, the location provides convenient access to the Colorado Front Range communities, including Fort Collins, Denver, and Denver International Airport. Wyoming is one of only seven states with no state income tax.

ESSENTIAL FUNCTIONS:The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
  • Serve as the primary contact for the State Revolving Fund programs.
  • Evaluation and research problems to find a resolution.
  • Prepare, analyze, and interpret fiscal information in order to make funding recommendations related to submitted applications.
  • Prepare the Board Matter to be presented to the State Loan and Investment Board.
  • Responsible for preparing all loan documentation (promissory notes, security agreements, etc) and ensuring all federal requirements are within the loan documents.
  • Work with the Attorney General on any special loan document requirements or revisions.
  • Verify conditions of loan approval are met.
  • Process the required annual audit letters for open loans.
  • Process annual payment invoices and verify all loan payments are received.
  • Process all loan payments on the internal and state-wide accounting systems

Qualifications
PREFERENCES:
Preference may be given to candidates who have experience working with federal grants.
Preference may be given to candidates who have experience with Wyoming Online Financial System (WOLFS).
Preference may also be given to candidates who have experience underwriting loans.
KNOWLEDGE:
  • Knowledge of State Personnel Rules and associated federal laws.
  • Knowledge of state statutes, policies, and regulations.
  • Knowledge of federal grant regulations.
  • Knowledge of the legislative procedures and requirements.
  • Knowledge and understanding of lending principles and practices.
  • Knowledge of the construction industry, including billing practices.
  • Knowledge of internal controls over accounting applications.
  • Knowledge of Generally Accepted Accounting Principles as they are applied to government accounting systems.
  • Strong skills in Microsoft Office, especially Excel.
  • Strong written and oral communication skills.
  • Being able to communicate both verbally and in writing with entities/clients on applications, ability to review applications and loan documentation for accuracy, completeness, and financial capability to repay an SRF loan. Experience in handling borrowers and making recommendations on alternative financing options.

MINIMUM QUALIFICATIONS:
Education: Bachelor's Degree (typically in Finance)
Experience: 0-3 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant
OREducation & Experience Substitution: 4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Senior Accountant
