The Homelessness Prevention Administration (HPA) works to keep New Yorkers in their homes. HPA works with the Department of Homeless Services (DHS), the NYC Housing Authority (NYCHA) and many other organizations and City agencies to assist families and individuals in need in obtaining and maintaining stable, affordable housing.
The Family Homelessness and Eviction Prevention Supplement (FHEPS) Centralized Determination Unit (FCDU) is a division of HPA that administers the Family Homelessness and Eviction Prevention Supplement (FHEPS).
FHEPS FDCU performs eligibility determinations for all FHEPS applications referred by contracted FHEPS providers (CBOs) and/or Legal Aid/Services.
The FHEPS FCDU program assists families with children, and survivors of domestic violence at risk of entering or remaining in the shelter system, to maintain and/or secure permanent housing by issuing them a rental supplement in addition to their Cash Assistance (CA) shelter allowance.
Under general supervision, with latitude for independent decision making and action, in accordance with agency policies/procedures and federal/state regulations, reports to the Deputy Director of the FHEPS Centralized Determination Unit (FCDU) responsible for determining eligibility for receiving the FHEPS housing subsidy program administered by NYC Human Resources Administration. Report to AJOS III. This program assists families with moving out of shelter into permanent housing and/or maintaining permanent housing by providing a housing subsidy to cover all or a substantial portion of the rent.
HPA/ FCDU is recruiting for one (1) Associate Benefits Opportunity Specialist to function as FHEP / FCDU Supervisor, who will:
  • Supervise FCDU staff that is responsible for the review and assessment of applications for the FHEPS housing subsidy, including in some cases payment of rent arrears and/or new apartment expenses, sent to FCDU by assigned community-based organizations (CBOs).

  • Supervise and approve the processing of FHEPS applications including the authorization of payment of clients’ rent arrears and/or new apartment expenses in a timely manner.

  • Provide second level review of FHEPS applications completed/processed by AJOS I.

  • Monitor the progress of work assignments to ensure timely delivery of services to client in order to prevent their eviction; monitor time and leave of AJOS I staff in the program.

  • Review and audit selected records, including computerized records, to ensure that the information contained is accurate, complete and supported by appropriate documents and in compliance with all applicable policies and procedures.

  • Review, compile, and analyze activity reports submitted by the teams. Prepare management reports.

  • Investigate and respond timely to inquiries from DHS, Community Based Organizations, legal services and other authorized FHEPS providers.

  • Prepare, distribute, and maintain a control system for subordinate staff work assignments.

HOURS: 9:30-5:30 - 8:30-4:30 - 9 - 5

Minimum Qualifications


1. A four-year high school diploma or its educational equivalent, and three years of
full-time satisfactory experience working directly in social/human services or a
related setting, providing either:
a) Client services.
b) Employment planning/counseling services which involves job development,
skills assessment, and employment placement or other economic
opportunity programming.
2. A baccalaureate degree from an accredited college; plus eighteen months of full[1]time satisfactory experience working as a Benefits Opportunity Specialist; or
3. A baccalaureate degree from an accredited college; plus eighteen months of full[1]time satisfactory experience as described in one (1) above.
4. College credit from an accredited college may be substituted for this experience
on the basis of 60 semester credits for 9 months of the work experience described
above. However, all candidates must have at least 18 months of full-time
satisfactory experience working as a Benefits Opportunity Specialist or performing
social/human services work as described in one (1) above.
