Lynker is searching for a talented Fellowship Coordinator to support the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM). This position is fully remote.
OCM currently administers four fellowship programs: the Coastal Management Fellowship program, the Digital Coast Fellowship program, the Margaret A. Davidson Graduate Fellowship program, and the Coral Reef Management Fellowship program. These programs place current students or recent graduates with NOAA partners for two years to work on projects important to the hosts and to provide the fellows with professional development and on-the-job training. OCM is adding a fifth fellowship program to this portfolio in support of the Inflation Reduction Act NOAA Climate Resilience Regional Challenge . This new program, the Coastal Resilience Fellowship, will place the first class of fellows in 2025.
This position will be hired to help coordinate the Coastal Resilience Fellowship and to provide support for the Coastal Management and Digital Coast fellowship programs. Up to six Coastal Management Fellows are selected every year, and up to three Digital Coast Fellows are selected every other year, in even years. All states and territories with a federally approved coastal zone management program, and Alaska, are eligible to apply for a coastal management fellow. All eight Digital Coast partner organizations are eligible to apply for a digital coast fellow.
The fellows focus on projects developed by the fellowship hosts, and there is a strong emphasis on modern mentoring (sharing experiences, learning from each other) at both the local and national level, as well as providing professional development opportunities to build the next generation of coastal professionals. Mentors are located at the host site where the fellow is working. This exceptional individual will provide program coordination as well as professional learning and evaluation support for the Fellowship. The position works in the Learning Services Division with a team in the Training and Engagement Program, which includes the functions of training delivery, engagement, and fellowships.

Duties of the Fellowship Coordinator will include the following, but are not limited to:
  • Lead the process and the logistics associated with selecting hosts and fellows for the program
    • Develop and distribute the fellowship call for proposals in the late summer of each year
    • Convene and lead a review panel to review and select the fellowship projects
    • Advertise the fellowship projects through relationships with NOAA Sea Grant, universities, and other partner organizations
    • Convene and lead a review panel to select finalists for the program
    • Lead a matching process for the placement of fellows
    • Assist in on-boarding and off-boarding fellows
  • Provide staffing support to the internal OCM team, including regularly scheduled check-ins
  • Coordinate in person and virtual fellowship meetings
  • Communicate and coordinate with the fellowship contractor, who provides pay and benefits to the fellows
  • Serve as a POC for fellows and mentors throughout their time in the program, and deal with issues and effectively problem solve.
  • Develop and conduct formal and informal evaluations of the fellowship processes and learning opportunities and analyze and share the results
  • Support outreach efforts by providing informational webinars as needed, answering questions from applicants and hosts regarding the application process and providing status of the process as needed
  • Develop and implement strategies for "cohort building with fellows and mentors including offering informal virtual gatherings as appropriate
  • With a team, develop and deliver fellowship training.
  • Apply learning science in the preparation and delivery of professional development and networking events for fellows.
  • Evaluate the program annually and incorporate lessons learned.
  • Support the development of new fellowship programs.
  • Promote office fellowship opportunities.

The Fellowship Coordinator should have the following Qualifications:
  • Masters and 2 years experience OR Bachelors and 6 years of related experience
  • Demonstrated experience coordinating fellowships and internships, working with both student interns/fellows and mentors in supporting professional development
  • Demonstrated ability to build relationships with management, colleagues, and external partners
  • Demonstrated ability to develop process agendas and effectively facilitate meetings of all sizes, both virtual and in-person
  • Familiarity with learning science and adult learning principles
  • Strong communication and organizational skills and excellent interpersonal, diplomatic skills
  • Ability to problem-solve
  • Self-starter with ability to work in a small team environment or independently without direct day-to-day supervision
  • Ability to follow standard operating procedures and guidance documentation
  • Ability to pass a National Agency Check (NACI)

The Ideal Fellowship Coordinator will have the Following:
  • Knowledge of coastal management topics
  • Knowledge of other NOAA fellowship programs
  • Knowledge of and engagement with partners on NOAA products and services.
