Geosyntec Consultants has an exciting opportunity for a Subcontract Administrator to be part of our Corporate Team based in Boca Raton, Florida. The opportunity to work in our Seattle, Washington office location or a remote work option may be available at the Company’s discretion.

 

The Subcontract Administrator is responsible for helping manage and oversee federally funded contracts and subcontracts for the company. This includes assisting in developing and implementing subcontract management policies and procedures, negotiating subcontracts, and monitoring subcontractor performance.

  • Lead or assist with supplier Request for Proposal (RFP) and proposal kick-off meetings, prepare subcontract plans for small business participation to ensure client ESG goals are achieved, validate proposals, assist in negotiating terms and conditions, and draft/finalize professional and technical service subcontract documents in coordination with the Legal department and project team members.
  • Perform pre-award reviews of subcontractor documents to ensure compliance with applicable regulations and solicitation requirements.
  • Assist the project team in coordinating the review of government-specific terms and conditions of contracts, subcontracts, non-disclosure agreements (NDAs), and teaming agreements with the Legal team.
  • Serve as a liaison between internal and external parties during the development and negotiation stages of contracts, as well as throughout the execution of the contract.
  • Prepare cost and/or price analysis documentation, advise staff on the appropriate procurement methods, conduct the necessary market analysis and commercial award determinations, maintain records of cost and pricing data, support fact-finding and audits, and assist in negotiations to ensure compliance with subcontractor solicitation and selection.
  • Coordinate with the project team to perform a review and risk analysis of solicitations, contract documents, and prime contract amendments. Ensure that they accurately reflect proposed prices and terms and conditions, create related subcontracts accordingly. Perform post-award subcontract management activities through evaluating and monitoring subcontractors' schedule adherence, subcontract change management, invoicing, and claims avoidance.
  • Maintain and document subcontract records in compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), Contractor Purchasing System Review (CPSR), Defense Contract Management Agency (DCMA), General Services Administration (GSA), Small Business Administration (SBA), Department of Transportation (DOT), Defense Contract Audit Agency (DCAA), as well as other countries’ entities and company policies and procedures.
  • Administer government contracts and subcontracts of various types and complexities, and function as the primary interface with operations for assigned contract-related issues.
  • Enter funding for subcontractors into the purchasing system and collaborate with program control to track invoices against this funding.
  • Perform closeout of contracts and subcontracts, finalize outstanding subcontract issues, issue of final modifications, invoices, and coordinate completion of subcontractor performance evaluations.
  • Prepare and present reports to management, as requested. 

  • A bachelor’s degree in business management, supply chain, or a related field and at least seven (7) years of direct Federal Subcontracting experience or any equivalent combination of experience and education that provides the knowledge, skills, and abilities to perform the responsibilities.   • A Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM). (preferred)

  • Experience in authoring reports, proposals, presentations, articles, and correspondence. (required)
  • Experience in developing effective presentations and leading training on Federal Subcontract administration topics to internal staff and client officials. (required)
  • Effective negotiation skills and experience. (required)
  • Experience reading, analyzing, and interpreting procurement related requirements in complex contracts and other technical and business documents. (required)
  • Effective organizational and time management skills, coupled with the ability to respond effectively to challenging questions or concerns from both internal and external parties. (required)
  • Excellent written and verbal communication skills along with the ability to establish and maintain outstanding interpersonal relationships. (required)
  • Valid U.S. driver’s license and a satisfactory driving record for business travel. (required)

Below are the potential compensation ranges that we in good faith believe are applicable for this role at the time of this posting and are only applicable for jobs to be performed in the specified Washington locations below. The typical base salary range for this position is just one component of Geosyntec’s total compensation package for employees. Actual compensation will be determined based on education, experience, skill set and location.

  • Minimum Salary: $91,475/year / Maximum Salary: $146,360/year
