We have a TERM contract support position for:

Employee Relations/Labor Relations (ERLR) Consultant - Federal Experience with ADA and Reasonable Accommodations.

a. The candidate must have demonstrated knowledge and experience to perform Human Resources duties for federal agencies equivalent to a Senior Program Analyst , with specialization in the subject of employee and labor relations (ELR), ADA and Special ACCOMODATION.

b. Experience with Federal Reasonable Accommodation in reference to the Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990, is a must.

c. Work the RA process under the guidance of the ELR Director, including developing new policy, updating existing and apply CSOSA’s Reasonable Accommodation Policy #0820 to RA request from CSOSA and PSA staff..

d. Interact with ELR staff on matters related to Reasonable Accommodation processing

b. The Senior Program Analyst will provide technical assistance, support and advice to the supervisors/managers and staff in the following areas:

(1) Reasonable Accommodation, serving as a Reasonable Accommodation (RA) subject matter expert (SME) advising employees, applicants for employment, supervisors, and members of management regarding laws, regulations, and procedures for allowing employees with physical or mental impairments that substantially limit major life activities to fully participate in the application process, perform essential job functions, and enjoy the benefits and privileges of employment.

(a) Document, track, monitor and act on all assigned reasonable accommodation requests.

(b) Assist managers in determining the essential duties of a position and identifies barriers and possible modifications that would allow people with disabilities to perform said duties.

(c) Provide managers with information on RA and needs assessments for employees with disabilities.

(d) Provide interpretation and instructions on laws, regulations, policies and procedures, issues guidance on reasonable accommodation.

(e) Provide consultative and technical advice to employees and applicants requesting reasonable accommodation.

(f) Technical review of agency policies to ensure compliance with the changing laws, regulations and statutes that pertain to employee and labor relations and established interpretations of agency’s policies, guidelines and practices on matters related to grievances, appeals, conduct, performance, attendance, Reasonable Accommodations, and dispute resolution.

(2) Employee performance and conduct-based actions, benefits administration, work-life programs, and other related Employee Relations program policies and practices;

(3) Implementation and administration of management initiatives that pertain to employee and labor relations programs and on other employee related program activities;

(4) Disciplinary and adverse actions, devising organizational case strategy, documentation review associated with adverse action cases, and in presenting or defending the agency’s position before third parties;

(5) Unfair labor practice complaints, grievances under the negotiated collective bargaining agreement and issues that relate to established agency administrative procedures;

(6) Matters that involve the Office of General Counsel regarding third party administrative proceedings that include the Merit Systems Protection Board, the Federal Labor Relations Authority, arbitration, and other employee and labor relations, and performance management program issues; and

(7) Employment matters such as grievances, EEO complaints, and other issues related to employment.

NOTE: This is an immediate vacancy subject to security clearance. The position is temporary through August 29,2024, and could be extended or renewed subject to federal funding, and excellent performance, as determined by the client. The position is subject to government security clearance, which will take up to 30 days to complete.
