Job description

Job Title:Federal Construction Site Safety andHealth Officer - (SSHO) - PA
Job Summary:
The SSHO responsibilities include assisting with the implementation of the Sealaska Health, Safety, and Environmental Management System (HSEMS) to ensure that operations are performed in compliance with requirements identified in the Performance Work Statement for the project specific task order. This role will also be required to be on site at all times during construction or anytime cleanup operations are being performed to implement the Site-Specific Health & Safety Plan (SSHP); the qualified individual will also demonstrate authority to shut down site work if / when Health and Safety becomes an issue. This is a full-time, salaried/benefited opening slated to begin as soon as possible.
Duties/Responsibilities:
  • Support project team development of site-specific health and safety plans, policies and procedures.
  • Implement the health and safety portion of these plans.
  • Coordinate changes / modifications to the SSHP with the SHM, site superintendent, and contracting officer.
  • Conduct and document daily health and safety briefings.
  • Conduct daily informal inspections of the project site, which are recorded in the logbook.
  • Conduct weekly health and safety inspections for both Sealaska and subcontractor operations.
  • Exercise stop work authority when warranted by conditions, in accordance with the project plans.
  • Ensure that Sealaska site personnel have received required health and safety regulatory and program training, in accordance with HSE 202.09 Training
  • Conduct accident and incident investigations in collaboration with the Department of Health, Safety and the Environment (DHSE).
  • Function as an on-site resource for all environmental, safety, loss control, and industrial hygiene issues.
  • Ensure that the specific responsibilities for health and safety personnel identified in the HSEMS and the SSHP are fulfilled.
  • Perform on-site monitoring to determine appropriate levels and use of personal protective equipment (PPE), with assistance from the DHSE as needed.
  • Perform site surveillance, hazard identification, and Health risk analysis, as directed by the DHSE.
  • Implement procedures and programs to eliminate risk to site personnel, including initiating changes to the plan.
  • Fulfill the role of Site Emergency Coordinator as described in Section 9 of the HSEMS.
  • Implement site control measures.
  • Maintain the field health and safety logbook.
  • Provide summaries of field operations and progress to the DHSE.
  • Works as a member of the project team, including subcontractors, to ensure implementation and continuous monitoring of the provisions of the Project Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs).
  • Serve as “Competent and / or Qualified Person” for activities including, but not necessarily limited to: Fall Protection, Confined Space Entry, Scaffolds / Work Platforms, Hot Work, and Excavations.
  • Coordinate response to on-site emergencies, and interface with off-site and on-site emergency response entities.
  • Closely monitor subcontractors regarding health and safety compliance
  • Conduct project specific training.
  • Additional work activities as assigned.
Required Skills/Abilities:
  • Position requires knowledge of federal, state and local environmental, health, and safety laws. Ability to carry out assigned projects to their completion with minimal supervision.
  • Ability to work independently with a multitude of tasks.
  • Ability to communicate effectively, both verbally and in written form.
  • Ability to establish and maintain professional and effective working relationships with clients, other Sealaska Constructors employees, supervisors, other departments, and the public
  • Must have excellent problem-solving skills.
  • Ability to maintain and ensure the confidential nature of the HSE and Human Resources Department office and records.
  • Follow all applicable company programs, procedures, and policies.
  • Use of industrial hygiene monitoring equipment
  • Accident / Incident investigation techniques
  • Acknowledged competency in specific OSHA areas (e.g., excavations, fall protection, etc.)
  • Broadly applied software including Microsoft Office

Additional Requirements:
  • Position is subject to satisfactory completion of a background check, reference check, physical exam. A valid driver’s license is also required for this position.
Education and Experience:
  • Either ten (10) years demonstratable SSHO experience on construction projects or a college graduate with five (5) years of construction industry safety experience supervising or managing general or industry construction (managing safety programs or processes or conducting hazard analyses and developing controls)
  • Must have previous, relevant federal experience within Army Corps of Engineers-scope projects and context.
  • 30-hour OSHA construction safety class with current First Aid and CPR training/AED or equivalent within the last 5 years.
  • At least 24 hours formal or on-line safety training within the past 3 years.
  • Must demonstrate training in the following areas: Personal protective equipment and clothing to include selection, use and maintenance; hazard communication; excavation; scaffolding; fall protection; hazardous energy; confined space; health hazard recognition, evaluation and control of chemical, physical and biological agents.
  • Other training to support role of Competent / Qualified Person for project activities as applicable.
  • First Aid / BBP / CPR
  • Must be able to travel and be onsite at different client sites across the country for prolonged periods as needed.

Physical Demands:
  • This position will require moving of up to 40 lbs.
  • This position will be mostly stationary requiring movement around the office, occasional visits to remote job sites, and frequent communication with others.
  • The average working hours will be 8 hours per day for this position with occasional need to exceed.
  • Physically able to conduct inspections and carry equipment used for inspections.
Work Environment:
While performing the duties of this job, the employee is exposed to indoor and outdoor weather conditions and other elements prevalent at the time. Field work often includes uneven and slippery outdoor surfaces.
