LOTTE BIOLOGICS located in East Syracuse, NY is seeking a Facilities Services Lead to join our team who entered the biologics Contract Development Manufacturing Organization (CDMO) business after acquiring Bristol Myers Squibb's Syracuse biologics drug substance manufacturing site, on January 1, 2023!

Responsibilities

The Facilies Services Lead provides tactical oversight of the services provided by the Integrated Facilities Management (IFM) team and service providers.  IFM Services include maintenance and repair of the building envelope, GMP facility cleaning, janitorial, landscaping, hospitality, electrical, mechanical, HVAC, security systems, and other related building systems. The role will ensure that the IFM meets KPI metrics, maintains the facility in state of GMP (good manufacturing practice) readiness, creates value for the organization, and meets customer service expectations. The position will provide regulatory and internal inspection support for services that enable the GMP operations. This position reports directly to the Senior Manager, Integrated Facilities.

  • Ensure facility is maintained safely and in compliance with local, county, state, and federal regulations through effective utilization of IFM staff and contractor resources.
  • Track, manage and review KPI metrics for adherence to the contract and calculation of bonuses and penalties.  This includes routine Gemba walks and safety walkthroughs to drive adherence to the metrics and maintenance of the site in GMP inspection ready state.
  • Tactical management of the relationship with IFM and service providers.  Manage the process for bringing in new service providers as needed and discontinuation of others.   Support the site managed process for adding and qualifying new vendors to provide needed level of service.
  • Approve purchase requisitions and manage day-to-day facility expenditures in support of budget adherence.  Provide ground level support as needed for cost savings projects.
  • Provide initial review of Contract Change Requests, vet and validate conditions prior to Contract Manager approval.
  • Generate and manage Construction Execution Plans (CEPs) for IFM managed projects.
  • Generate change controls as needed for IFM related items.  Lead and perform investigations for IFM related deviations.
  • Manage the day-to-day energy management effort to include making sure invoices are reviewed for accuracy and paid, accounts are current and energy usage is in line with expected usage.  Track/trend energy usage, energy savings projects, and adherence to energy forecasts and budgets. 
  • Tactical management of the "energy team" engaged to reduce energy use on site and improve efficiencies in utilities across the site (electricity, gas, water, steam, compressed air, etc.).
  • Support the smooth implementation of continuous improvement initiatives.
  • Act as the subject matter expert (SME) for Facilities Service providers, including GMP Facility Cleaning team for internal and external regulatory interactions and audits. 
  • Provide troubleshooting support as needed for facilities systems.
  • Meet customer service expectations by delivering services consistently for the individual services provided by IFM and outsourced providers.  Build and sustain strong relationships with internal and external stakeholders to meet site and business requirements.
  • Support the IFM to meet performance metrics for preventative and corrective maintenance associated with electrical, mechanical, and facility equipment and systems.
Min Compensation Max Compensation Qualifications
  • Focus on safety, quality, compliance and budget adherence in addition to adherence to company policies, regulations, and codes.
  • Finance and budgeting skills including cost tracking, budget adherence, and KPI metrics analysis.
  • Understanding of facilities and building maintenance activities and functions including utilities infrastructure.
  • Understanding of regulatory, environmental, GMP/GLP, and OSHA regulations.
  • Strong analytical skills and logical troubleshooting skills.
  • Ability to collaborate in a diverse team environment.
  • Knowledge of energy management, conservation, and budgeting is preferred.
  • Experience in facility management in a pharmaceutical manufacturing environment is preferred.
  • Experience in the execution and structures of contracts and major agreements is preferred.

 

Education/Experience/ Licenses/Certifications:

  • B.S. degree in engineering or a related degree with at least 3-5 years of pharmaceutical or related experience.
  • Lean manufacturing certification or awareness is preferred.
  • IFMA CFM Certification or equivalent is preferred

Physical Demands:

  • Physical demands of the job may include unassisted lifting of items, not to exceed 50 lbs; crouching/squatting; kneeling; sitting; crawling; walking on level surfaces; climbing stairs and ladders; and vision (visual inspection of facilities condition and repairs). The job will also require the use of PPE, such as hard hat, hearing protection, safety glasses, steeled toed shoes, fall protection, and electrical safety gear.
