TITLE: Facility Officer

LOCATION: Remote

CLEARANCE REQUIRED: Top Secret Clearance

EMPLOYMENT TYPE: Part-time, Remote


POSITION SUMMARY

Modern Government Solutions (MGS) is seeking a part-time Facility Security Officer (FSO) to manage, administer, and coordinate the industrial security program of the Company and other security activities to ensure compliance with government and company security policies and procedures. The FSO is responsible for the security of the company in matters of classified processing, safeguarding, access control of personnel security and physical security. In addition, the FSO will process and review personnel security clearances and maintain all security documentation, files, and clearance and suitability rosters in accordance with government requirements. The FSO will have a detailed understanding of 32 CFR Part 117, the National Industrial Security Operating Manual (NISPOM) and general security requirements for DOD and other Federal agencies.


RESPONSIBILITIES (not limited to)

As MGS's FSO, you will administrate personnel security clearance processes to include coordinating initial clearance submissions and periodic reinvestigations of personnel, providing guidance and instruction to ensure completion of security paperwork, collection of ink or electronic fingerprinting of initial clearance candidates, and provide follow-up clearance report status on processed clearances to managers. You will maintain all security documentation and files in accordance with Defense Counterintelligence and Security Agency (DCSA) requirements. In addition, you will maintain DoD program compliance and associated requirements for the Facility Clearance (FCL). You will provide and document new employee security briefings, exit interviews and debriefing, investigate and report security violations and incidents.

  • Maintain classified holdings and prepare classified transmittals in accordance with NISPOM guidelines
  • Develop, coordinate, and conduct security education and training awareness (SETA) programs for all cleared employees ensuring compliance and support of the NISPOM customer requirements, and company policy.
  • Interpret and implement security requirements outlined in DD 254s and prepare subcontractor DD 254s.
  • Maintain the corporate NISS account; submit facility clearance packages as needed. Prepare necessary documentation in support of DCSA audits.
  • Interpret government policies for the development and implementation of security plans and procedures.
  • Maintain a working relationship with DCSA or other Federal Agencies for processing and maintaining employee clearances or suitability determinations.
  • Develop and maintain effective Document Inventory and Control Program
  • Create and update security plans, procedures, and instructions.
  • Supervise daily security activities and enforce government and company security policies.
  • Perform access control responsibilities including managing badges, access cards and visit requests, as required.
  • Maintain interactive relationships with prime and subcontractor FSOs.
  • Stay current with FSO training and security requirements as directed by DCSA as well as with all national security violations and potential threats to team members and their confidential information.
  • Ensure facility physical security compliance IAW ICD 705
  • Implement all applicable requirements to maintain facility IDS
  • Provide/maintain courier briefings, create courier authorizations, transportation plans
  • Complete classification reviews/decisions.

REQUIRED SKILLS AND QUALIFICATIONS

  • BS/BA Degree, or comparable years of industry experience.
  • Must be eligible to obtain and maintain an active Department of Defense Top Secret security clearance.
  • 5+ years of experience as FSO, and a minimum of 8 years' experience in industrial security field.
  • Possess the certification for FSO Orientation for Non-Possessing Facilities IS020.CUs from Center for Development of Security Excellence (CDSE).
  • Must have working knowledge of 32 CFR Part 117, DoDM 5200.01 series and DoDI 5200.48
  • Demonstrated ability to provide employees with personnel security guidance, consistent with the 13 adjudicative guidelines, to best assist them managing their clearances.
  • Experience with protection requirements for handling and safeguarding Personally Identifiable Information (PII).
  • Experience with DISS, NISS, and e-QIP.
  • Communicate effectively with Corporate Executives to provide status updates, ensure compliance with NISPOM requirements, and provides guidance on security related questions or concerns.
  • Experienced in managing, updating, and submitting DD254s.

PREFERRED SKILLS

  • Active DoD Top Secret security clearance.
  • Experience working in a Systems Security Officer role in addition to working as an FSO.
  • Facility Security Officer (FSO) Certification, such as ISP or CFM.
  • Superior organizational skills.
  • Proficient in MS Office Suite.
