Job Summary:
The QCM needs to be familiar with operating a Quality Program for a service industry provider supporting a DOD Base Operations Services Contract. The QCM should have experience with Quality Management Systems (QMS), Lean methodologies, National Fire Protection Association (NFPA) codes and standards, International Building Code (IBC), and fleet management.
Job Responsibilities:
Manage the Quality Control program - develop inspection checklists, develop audit schedules, validate work instructions and SOPs against PWS requirements, track and submit all required CDRLs, and supervise the quality specialist.
Manage customer satisfaction program: respond to customer complaints, conduct customer follow-up on work performed, track programs statistics.
Subject matter expert on quality management concerns: track USG QASP, meet with QAEs and COR, track all non-conformances and corrective action plans.
Develop metrics to track contract performance.
Utilize knowledge of IBC, NFPA, DoD Policies and Procedures, OSHA requirements, to ensure work is completed to standard and employees are working safely.
Act as an On-call Manager (after hour duty support) for emergency response.
Inspect subcontractor performance against SOW.
Other operational duties as assigned to include but not limited to the following:
o Serve as secondary point of contact between the company and the Government for all contract performance matters.
o Support accomplishment of contract objectives, planning, budgeting, overseeing and documenting all aspects of each specific contract section.
o Work closely with management to make sure that the scope and direction of the contract is on schedule, and in conformance with the contract requirements.
o Secondarily accountable for and response of non-conformance reports and
o Secondarily accountable for legal compliance of contracting activities including relationships with subcontractors and suppliers.
o Support the PM's management of the project's P&L.
o Facilitate the Safety and Health of contracted and subcontracted personnel and Client's employees and visitors affected directly or indirectly by contract activities.
o Facilitate Environmental conservation and performance directly or indirectly related by contract activities.
o Support the development of Investigation reports to the U.S. Government after major losses (Including fatalities; multiple (over 3) injuries (beyond first aid cases); lost time injuries over 5 days long; material losses; major breakdowns incurring or threatening over 24 hours shutdown of base operations; and environmental incidents affecting local or regional flora and fauna; or losses with the potential for extended and sustained (over 24 hours) negative media attention; Legal violations, etc.).
o In absence of PM, provides guidance and direction to finance and accounting, human resources, labor relations, training, security, safety, and environmental.
o Assumes and performs other duties and responsibilities not specifically outlined herein but which are logically and properly inherent to the position.
