Facility Cyber Security Industrial Controls SME Technical Support – Tyndall AFB, FL

JOB SUMMARY:

BB&E is seeking a Facility Cyber Security/Industrial Controls (HVAC/Electrical Controls) SME Technical Support to support AFCEC/CO under the AFCEC Facility Related Controls Systems (FRCS) Cyber Security SME onsite (or telework remotely) at Tyndall AFB, FL. Full 100% telework option will be considered case by case.

JOB DUTIES AND RESPONSIBILITIES:

  • Provide technical support and resolution for acquisition, development, and sustainment of industrial control systems (ICS), sub-systems, support equipment, networking, cybersecurity solutions and enclave solutions for FRCS to include Energy Management Control Systems (EMCS), Direct Digital Controls (DDC), Building Automation and Control Network (BACnet), Local Operating Network (LonWorks), Supervisory Control and Data Acquisition (SCADA), and other similar ICS systems.
  • Establish criteria, plan, and design performance characteristics for ICS, major electronic/electrical/network systems, and accountability for assigned assignments concerning Information Assurance/Cyber security compliance.
  • Assist with the technical resolution of ICS guidance, policy development, interpret and clarify, and offer technical support for planning and execution of the Air Force Certification and Accreditation Program to the base, installations and/or MAJCOMs.
  • Evaluate data, document then troubleshoot technical issues, plan and determine problem for installations.
  • Perform review and evaluation of designs, examine proposals, cybersecurity research and analysis of technical problems.
  • Review and recommend authorization and categorization of Real Property Installed Equipment (RPIE) and/or Equipment Authorized In-use Details (EAID).
  • Develop briefings, presentations, slides, and papers that document technical decisions.
  • Manage, consolidate, track and respond to organizational comments and/or electronic messages.
  • Draft agendas, facilitate and provide meeting minutes to include technical reports.
  • Provide technical expertise in criteria development, code review, read manuals and instructions, evaluate engineering and cybersecurity policy to provide interpretation, conflicting and inadequate guidance.
  • Assist with documentation of program files, organization and provide administrative support to include support resources such as CE DASH requests.
  • Evaluate emerging technologies, industry best practices and recommend alternative solutions to include specifications, cost estimates, performance, applicability of methods, initial methodology development and life cycle cost analysis.
  • Assist with training presentations and course development in assigned subject area.
  • Assist with evaluation, documentation, and troubleshooting of 300-400 technical problems annually; performing 700-900 RPIE and/or EAID reviews annually; completing 10-15 trips for assistance annually, providing 45-60 criteria development and engineering document reviews annually (CDRL A002); assisting with 10-15 training presentations; providing assistance and responses to 50-80 electronic messaging request and CE DASH annually.

EDUCATION:

  • A Bachelor/Master’s Degree or higher in Mechanical/Electrical/Computer Engineering or Computer Science.


JOB QUALIFICATIONS AND SKILLS:

  • Minimum ten (10) years’ experience.
  • Must possess a minimum five (5) years’ experience directly related to the CYBER SECURITY and/or IC Systems (e.g., HVAC controls, electrical controls, etc) practices and computer network design supporting large organizations (e.g. over 500 users).
  • Must be familiar with DoD and AF Engineering Policies/Concepts to include:
    1. Demonstrated understanding of DoD risk management concepts, commercial and industrial computer network design, and CYBER SECURITY practices.
    2. Demonstrated ability to show a working knowledge and familiarity with Cyber Security Laws Regulations and Policies such as NDAA 2016, NIST Cybersecurity Framework, Risk Management Framework, 800-53, and 800-82, DoDD 8500 series, and AFI 33-210.
    3. Demonstrated experience interpreting/reviewing or developing computer network system schematics, site drawings, and data/cut-sheets.
    4. Demonstrated experience in mechanical and/or electrical control systems.
  • US Citizenship required and a DoD Secret Security Clearance.
  • Knowledge of MS Office Computer software including Excel, Word, and PowerPoint.
  • Motivated self-starters requested.
  • Strong written and verbal communication skills.

CERTIFICATION:

  • DoD 8570.01M IAT-III (Computer Information System Security Professional (CISSP) or ability for contractor to provide training so employee becomes certified.
