JOB SUMMARY:
The Facilities Unit Inspection Supervisor provides leadership, coordination, training, scheduling and supervision of maintenance staff members and actively participates in the maintenance of the physical condition of DESC’s residential and commercial facilities in order to assure high quality service and resident satisfaction. In addition, the Facilities Unit Inspection Supervisor assists the Facility Manager and Director of Facilities with the administration of the maintenance department. The primary purpose of this position is to inspect units, coordinate and perform maintenance work and ensure that units pass inspection from regulatory authorities.
MAJOR DUTIES AND RESPONSIBILITIES:
  • Prioritize maintenance requests and facilitate prompt response, utilizing the electronic work order system, consulting with Facilities Manager as needed.
  • Review pending work orders, re-prioritize them, if needed, and provide updates to project managers and other relevant DESC staff regarding uncompleted work.
  • Generate reports showing completed and pending work orders via the electronic work order system.
  • Provide leadership by example to the maintenance and janitorial staff, taking an active role in teaching staff members new maintenance and repair tasks.
  • Visually inspect DESC housing units for conformance with Seattle Housing Authority, Office of Housing, Washington State Housing Finance Commission, and other regulatory agencies.
  • After visual inspection of units is complete, generate work orders, supply order sheets and task lists to ensure that items are corrected prior to inspection. In some instances, supply ordering may be urgent and will be completed upon demand.
  • Coordinate with appropriate DESC Housing Team staff on permission to enter for units, posting notice, and general communication on timing of pre-inspections, repairs and formal inspections. Communicate both verbally and in writing what work the Housing Team needs to complete in units to ensure access for maintenance needs and so that the unit will pass inspections.
  • Establish rapport with inspectors and work to have deep and detailed understanding of what the requirements are for units to pass inspection. Communicate with inspectors both verbally and in writing for coordination of inspections, access to buildings, and any follow up items to remediate items found needing repair in units.
  • Handle high volume of workload, with the understanding that multiple sites may be having simultaneous inspections. Be able to track detailed and complex work order loads and ensure that all units pass inspection unless there are circumstances outside supervisors control.
  • Assure safe maintenance operations and meet OSHA requirements. Implement agency safety protocols and ensure compliance with safety work plans.
  • Perform high quality repair and maintenance tasks in all areas of assigned facilities, including, but not limited to, individual apartments, hallways, common areas, offices, storage and trash rooms, equipment rooms, stairways, elevators, kitchens, laundry rooms, lounges, bathrooms, showers, alleys, sidewalks, gates, fences, patios, gutters and roofs.
  • Diagnose and perform maintenance repairs, including good understanding & working knowledge of electrical systems, AC & heating, water & sewer lines, gas & electric boilers, security systems, key & lock systems, general carpentry work (woodwork, painting, door maintenance, flooring, carpeting, tile, and wallboard & plaster work), and plumbing systems.
  • Respond to emergencies, initiating emergency maintenance actions, cleaning up debris, water, etc., and contacting supervisors. On occasion, respond to afterhours emergencies.
  • Safeguard building and unit keys, never giving anyone access to occupied tenant units without authorization.
  • Monitor facilities and equipment for damage and unsafe conditions and provide preventive maintenance, upkeep, and repair as needed.
  • Assist other staff with large projects as assigned.
  • Participate in staff meetings and trainings, as assigned.
  • Other duties as assigned.
MINIMUM QUALIFICATIONS:
  • 1-3 years of experience in maintenance or highly relevant comparative work in residential buildings with 100 units or more.
  • Strong understanding of central plant operations.
  • Good working knowledge of 110, 277 & 480 volt electrical systems.
  • Ability to read or learn to read blue prints, spec/cut sheets and schematic diagrams.
  • Must be able to work with low voltage systems such as DDC control, fire alarm & security.
  • Strong team orientation with the ability to teach staff members new tasks and techniques.
  • Insurable driving record, current Washington state driver’s license and ability to drive agency vehicles including 15 passenger vans.
  • Ability to organize workloads of multiple staff at multiple projects.
  • Proficiency with using computers and/or electronic work order systems.
  • Ability to communicate and work effectively with people from various backgrounds.
  • Ability to handle a wide range of unpleasant and/or bizarre behavior from clients.
  • Commitment to the philosophy of cooperation and continuity across programs and consideration and respect for clients.
PREFERRED QUALIFICATIONS:
  • City of Seattle Boiler Supervisor, Grade I, II, or III pursuant to Seattle Municipal Code 6.420 or ability to become certified immediately after employment (reciprocity from another jurisdiction)
  • One-Two years supervisory experience in property management.
  • HVAC certification
  • 2-3 years Property Maintenance experience for portfolios over 1,000 units

Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Also required is the ability to tolerate strong odors and ability to wear appropriate protective equipment.
