Job description

Summary The Facilities Security Officer (FSO) is responsible for top level daily security activities, clearances, enforcing control, and ensuring that company and regulatory security policies are implemented with full governmental and all other required contractual compliance. Essential Duties and Responsibilities Administer personnel security clearances in government systems (DISS) and work with candidates to obtain/maintain clearance. Arbitrating policy and processes around personnel, clearances, and our facilities.

Responsible for interpreting NISP/IC policies; develop and implement security plans and procedures for compliance. Maintain/enhance integrity of personnel and procedures required to protect classified and sensitive information and material per the National Industrial Security Program (NISP). Interface with DCSA (Defense Counterintelligence and Security Agency).

Prepare government compliance forms (Form DD254) issued to subcontractors, vendors, and suppliers and maintain classified holding records. Prepare security briefings and policy/procedures manuals. Responsible for reporting security compliance to Greenpoint executive and management teams.

Administer required filings with various government agencies. Respond to potential security breaches or spillages, reporting, and implementing corrective actions. Develop systems to improve security and meet new requirements.

Interpret and implement relevant government flow down requirements. Interface with customer security offices. Administer insider threat program and serve as Insider Threat Program Senior Official (ITPSO).

Maintain all security documentation and files accurately and in accordance with requirements. Manage the Cosmic AES Insider Threat Program. Fosters teamwork and collaborative efforts among security group members to ensure timely completion of group project tasks and responsibilities.

Responsible for security program reviews to include: Formal inspections including unannounced inspections. Investigation of security incidents and violations and preparing reports for submittal. Other duties as assigned.

Organize and Plan- Able to independently understand, organize and prepare complex information and logistical implementation of all aspects of programs and processes. Summary of Education, Experience & Certification Bachelor's degree in security or Regulatory Management, or similar discipline; and a minimum 7 years of industrial security experience with at least 5 years working in an FSO role. Started/completed the Facility Security Clearance (FCL) process.

Completed FSO Program Management for Possessing Facilities and Insider Threat Training COMSEC, OPSEC, and SPeD certifications. DoD Top Secret Clearance required. Attendance at the NSA CSSO Course within last 5 years preferred.

ISWG Member Preferred. Employees working on programs subject to International Traffic in Arms Regulations must qualify as a US Person which is defined as a US Citizen, a Permanent Resident who does not work for a foreign company/foreign government/foreign governmental agency or organization, or a political asylee for legal compliance purposes. Required Knowledge, Skills & Abilities Experience with managing closed areas and possessing facilities.

Experience in Industrial Security and/or Government Contracts. Experience with US Import/Export Regulations; International Traffic and Arms Regulations (ITAR) & Export Administration Regulations (EAR) Experience performing security clearances. In-depth knowledge of National Industrial Security Program Operating Manual (NISPOM), Executive Orders, Industrial Security Letters, and DoD Directives Experience maintaining a program facility in accordance with ICD 705 requirements.

Experience working with government security program management including: Electronic Questionnaires for Investigations Processing (e-Qip), Defense Information Security System (DISS), Secure Web Fingerprint Transmission (SWFT), Defense Information System, National Industrial Security System (NISS),SIMS, Joint Personnel Adjudication System (JPAS), Army Centralized Contracts and Security (ACCS), SPOT, and Aircraft and Personnel Automated Clearance System (APACS). Knowledge and experience with alarm systems and access control systems preferred. Ability to sit for extended periods of time, use hands to lift and/or move up to 10 pounds, occasionally lift and/or move up to 25 pounds, and have close/color vision ability to adjust focus.

Ability to conduct Company and supplier site security audits. Willingness and ability to travel as needed, anticipated to be 10% - 20%. Typically 1 short (1-2 nights away) trip every 2-3 weeks, almost exclusively domestic travel.

This position is based in San Antonio and will cover all Greenpoint facilities from a physical security standpoint of audit, processes, systems, compliance, etc. Ability to work outside of core business hours as required. This is a full time position
